About this opportunity
The Washington State Department of Enterprise Services (DES) on behalf of Bellevue College is seeking a General Contractor/Construction Manager (GC/CM) for a parking garage update project (Project Number 2025-728) in King County. The procurement involves structural repairs, durability upgrades, maintenance work, and installation of new stormwater drainage on an existing 5-level concrete parking garage constructed in 2003, with work divided into two stages: Stage 1 includes selective demolition and investigation of post-tension tendon anchorages, while Stage 2 encompasses structural repairs, durability upgrades, restriping, and stormwater drainage connection. The estimated Maximum Allowable Construction Cost (MACC) is $1,350,000, with substantial completion targeted for October 15, 2027, and final completion sixty days thereafter. The Phase One Statement of Qualifications deadline is April 7, 2026, at 2:00 PM PT, preceded by a non-mandatory informational meeting on March 23, 2026, and optional site walk on March 25, 2026. Finalists will be selected by April 16, 2026, followed by proprietary meetings, interviews, and final proposal submissions due May 5, 2026, with contract execution anticipated by June 12, 2026. Qualified firms must possess a valid Washington State contractor registration, bonding capacity commitment, and experience demonstrating expertise in constructability analysis, value engineering, cost estimating, scheduling, quality control, and budget management. Phase One evaluations assess qualifications on criteria including experience with similar projects, project approach and methodology, past performance ratings, scheduling and cost control capabilities, risk analysis and mitigation strategies, value engineering expertise, and sustainable practices, with Phase One responses not to exceed 20 pages. Phase Two involves submission of a GC/CM fee expressed as a percentage of the estimated MACC and a lump sum Specified General Conditions fee, with final selection based on interview scores and bid amounts.
Contractors must demonstrate compliance with mandatory responsibility criteria, including 15 percent apprenticeship utilization of total labor hours with apprentices registered with the State Apprenticeship and Training Council, adherence to prevailing wage requirements for King County, and compliance with public works training requirements under Washington law. The procurement includes voluntary workforce diversity goals of 26 percent aggregate participation (10 percent minority-owned business enterprises, 6 percent women-owned business enterprises, 5 percent veteran-owned businesses, and 5 percent Washington small businesses), with mandatory tracking through the DES Public Works Diversity Tracking & Management System powered by B2GNow; however, no minimum participation levels are required as a condition for award. Contractors must also submit a Wage Theft Prevention Certification confirming no willful violations of Washington wage laws within three years prior to the solicitation date and certify that they have not been determined by final citation or civil judgment to have violated RCW chapters 49.46, 49.48, or 49.52. The GC/CM will initially be awarded a pre-construction services contract only, with construction phase services contingent upon successful negotiation of the MACC and legislative funding approval; preconstruction services are estimated at $200,000 and include design phase cost estimating, constructability reviews, value engineering, and bid package development. Liquidated damages are established at $1,000 per consecutive calendar day of default after the contract time, and performance and payment bonds are required at 100 percent of the total contract cost plus Washington State sales tax. All costs incurred by participating firms during the proposal process are borne by the proposers themselves, and all submitted documents become public records upon completion of the selection process.
