About this opportunity
The City of Portland, Oregon is awarding up to three on-call price agreements for historic resources planning and consulting services under RFP 00002588, with proposals due October 3, 2025 and a Notice of Intent to Award posted November 6, 2025. The City intends to award Architectural Resources Group, Peter Meijer Architect, PC, and Page & Turnbull, Inc. based on Phase 1 evaluation results, with the fourth-ranked proposer as a backup should negotiations fail.
The scope encompasses historic resource surveys, condition assessments, archival research, preservation planning, National Register and landmark nomination preparation, design standards development, regulatory compliance documentation, and expert review—all compliant with Oregon State Historic Preservation Office standards. Deliverables may include technical analyses, reports, presentations, and studies supporting the City's historic preservation initiatives and addressing underrepresented populations and cultural sensitivity. Work is performed at the City's facility, the contractor's facility, or third-party locations as determined by individual task orders.
Each price agreement carries a not-to-exceed amount of $150,000 for the initial five-year contract term, with a cumulative cap across all three agreements of $450,000. No minimum work volume is guaranteed; task orders are issued on an as-needed basis and awarded to price agreement holders whose capabilities, availability, and pricing best match individual project requirements. Compensation is negotiated per task order based on hourly rates and estimated hours. Contractors must commence work within seven calendar days of Notice to Proceed.
The contract requires commercial general liability insurance of at least $1 million per occurrence, automobile liability of at least $1 million per accident, and workers' compensation coverage under Oregon law. All work products become exclusive property of the City. The City enforces diversity commitments and COBID Certified subcontractor utilization as proposed. The City may terminate for convenience with thirty days' written notice or for material breach after a thirty-day cure period. Payment is issued net thirty days via ACH electronic transfer.
The pre-proposal meeting occurred July 31, 2025. Eighteen proposals were received. The question deadline was September 26, 2025 (extended via addenda). Protest procedures are governed by Portland City Code 5.10; protests must be submitted within seven calendar days of the Notice of Intent to Award. Kristina Kolata, Senior Procurement Specialist, is the primary contact at (971) 509-0713 or Kristina.kolata@portlandoregon.gov.
