About this file

This document is a pre-proposal meeting presentation for the City of Portland's Bureau of Planning and Sustainability regarding On-Call Historic Resources Services. The presentation outlines the scope and objectives of the Historic Resources Program, which is housed within the Bureau of Planning and Sustainability as part of the city's long-range planning team. The program is responsible for maintaining Portland's Historic Resources Inventory, providing internal and external expertise, and coordinating with other city bureaus on regulatory and non-regulatory issues. The on-call services are designed to provide as-needed support for short-deadline projects, rapidly developed scopes of work, and expertise currently unavailable in-house. Deliverables may include technical analyses, evaluations, presentations, reports, studies, and other work products related to the documentation, interpretation, and management of historic and cultural resources, with tasks potentially requiring satisfaction of federal and state requirements and best practices as well as cultural sensitivity and engagement with historically excluded communities.

The potential deliverables for this contract encompass a comprehensive range of historic resources services, including analyzing incentives, policies, programs, and regulations; conducting condition assessments and archival research; performing historic resource surveys compliant with Oregon State Historic Preservation Office standards; developing preservation plans and management documents; creating design standards and guidelines; presenting information to community organizations and boards; documenting resources associated with underrepresented populations; evaluating historic significance and integrity; engaging stakeholders in work product development; providing expert review of city-authored materials; preparing National Register and local landmark nomination forms; and conducting technical feasibility studies for historic building rehabilitation and adaptive reuse. The presentation does not specify pricing terms, contract duration, renewal options, funding amounts, or award dates within the content provided.
