About this file

This Addendum No. 02 is issued by the City of Portland, Oregon's Procurement Services division for RFI No. 00002588 regarding On-Call Historic Resources Services. The addendum addresses clarifications to the request for proposals and confirms that the pre-proposal meeting will be held on Thursday, July 31, 2025. Responses to this solicitation are due by August 15, 2025, at 4:00 pm. The addendum clarifies that respondents should provide only personnel information and hourly rates in their Pricing Proposal section rather than estimated hours for each specific task from the 16 broad categories of historic resource services. Respondents are encouraged to consider the potential tasks when describing their Project Team roles and Proposer Capabilities but are not required to address each deliverable individually.

The pricing structure requires respondents to submit billable hourly rates for each personnel member in their firm without task-specific breakdowns. No additional information regarding set-asides, incumbent contractors, funding sources, or contract term and renewal options is provided in this addendum. Questions and concerns regarding the solicitation should be directed to Kristina Kolata, Senior Procurement Specialist, at 971-509-0713.

ADDENDUM NO. 02

RFI No. 00002588

FOR

On-Call Historic Resources Services

Responses Due: August 15, 2025

By: 4:00 pm

This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.

This Addendum shall respond to all questions received up to July 23, 2025 for this RFP.

No. Question Answer

The Evaluation Criteria is clear, but I am requesting more information about how the Pricing Proposal should be structured. Does a proposer simply need to provide a billable hourly rate for each personnel in the firm? Does this rate need to be broken down by the different Historic Resources Services tasks/deliverables (listed a.

through p.)?

For the Pricing Proposal section, respondents are only expected to provide personnel and hourly rates. For the Project Team section, respondents should describe the roles of those personnel. Respondents are not expected to address each potential task identified in the list of possible deliverables but are encouraged to take the potential tasks into consideration in their responses to the Project Team and Proposer Capabilities sections.

We noticed that the RFP information packet for 00002588 states the pre-proposal meeting will take place on Wednesday, July 31 (page 5), although July 31 is a Thursday this year. We assume it will take place on the Thursday but want to confirm.

This is correct that the pre-proposal meeting will be on Thursday, July 31st.

Could you clarify what information is desired from respondents in the Pricing Proposal section on page 14 of the RFP? That section asks respondents to provide “the estimated number of hours each staff member will be expected to work on each task.” The associated Scope of Work, however, identifies 16 broad categories of historic resource service tasks covered by the RFP, and projects within each category could be expected to vary widely with regard to required level of effort. This makes complying with the request as written infeasible, and thus any additional guidance would be greatly appreciated.
