About this opportunity

The Savannah-Chatham County Public School System (SCCPSS) in Georgia issued RFP 26-25 on January 30, 2026, to procure a comprehensive College and Career Readiness Platform with integrated student services. The platform must deliver career exploration tools, college search and comparison functionality, college application system integration, academic planning with pathway alignment, Individual Graduation Plan capabilities, counselor tracking features, goal-setting and reflection tools, parent and community partner access, K-12 scalability, NCAA eligibility tracking, scholarship alignment and FAFSA assistance, alumni tracking with outcome analytics, community service tracking, transcript request functionality, customizable survey tools, work-based learning process management, and customizable district dashboards for data analysis. The solution must integrate with PowerSchool SIS, ClassLink SSO, and Brightspace LMS while maintaining FERPA and COPPA compliance and supporting nightly data synchronization across both mobile and desktop platforms. The platform will initially serve 16,977 active students in grades 6-12 beginning July 1, 2026, with expansion to an additional 15,946 K-5 students by January 2027, supporting 95 counselors, 165 CTAE teachers, and 30 administrators in the initial phase. SCCPSS requires vendors to demonstrate a minimum of five continuous years of experience providing similar goods or services, preferably to educational, governmental, or municipal agencies in the Southeast region of Georgia, and all offerors must be incorporated or authorized to do business in Georgia with current business licenses and occupational business taxes. The proposal submission deadline was extended from February 24, 2026, to March 5, 2026, at 2:00 p.m. EDT through the SCCPSS Bonfire e-Procurement portal, with the deadline for bidder questions and material substitution requests set for February 10, 2026, at 5:00 p.m. ET; the Notice of Intent to Award is scheduled for March 16, 2026, with final approval by April 1, 2026. Evaluation criteria include project management and onboarding capabilities, comprehensive training for administrators, teachers, and counselors, ongoing support with a dedicated customer success manager, access to an online resource hub with regular product updates, web accessibility compliance documentation, and completion of the mandatory Master Terms for Data Access and Data Sharing form.

There are no set-asides or restrictions on organization types responding to this procurement, though all offerors must comply with O.C.G.A. 13-10-91 E-Verify requirements and provide debarment and suspension verification; no bonds are required. SCCPSS currently has no incumbent College and Career Readiness Platform in place, representing a new system implementation with no existing contracted vendor. The district requires integration with its current PowerSchool SIS infrastructure and mandates that all student and outcome data ownership remains with SCCPSS, with vendors serving only as data custodians; vendors will be responsible for migrating historical student data to the new platform. SCCPSS has not established a budget range or not-to-exceed amount for this procurement and is seeking district-wide pricing rather than per-student or per-school models, allowing vendors to propose additional costs beyond specified pricing items as Item 9 on the pricing sheet with detailed documentation in a separate PDF. The district is open to phased launches and flexible contract terms, including multi-year or single-year agreements with renewal options, reflecting its commitment to finding a solution that aligns with Georgia's Top State for Talent Act requirements and its specific outcomes tracking needs for college enrollment, employment, persistence, credential attainment, scholarship completion, and FAFSA completion.
