RFP 26-25 College and Career Readiness Platform - Addendum 1

This is an Addendum 1 Questions and Answers document for Savannah-Chatham County Public Schools System (SCCPSS) RFP 26-25 for a College and Career Readiness Platform. The solicitation seeks a comprehensive platform to support student college and career readiness across grades 6-12, with expansion to elementary grades K-5 by January 2027. The initial rollout for grades 6-12 will occur at the beginning of the 2026-2027 school year, serving 16,977 active students, 95 counselors, 165 CTAE teachers, and 30 administrators; the K-5 expansion will serve an additional 15,946 students, 43 counselors, and 20 administrators. The district encompasses 20 elementary schools, 9 K-8 schools, 8 middle schools, and 12 high schools, with charter and virtual school students eligible to participate. The contract will execute on April 1, 2026, with commencement on July 1, 2026. The district is open to phased launches and multi-year or single-year agreements with renewal options. Key platform requirements include integration with PowerSchool SIS, ClassLink SSO, and Brightspace LMS; real-time student progress tracking; work-based learning process management; NCAA eligibility tracking; scholarship alignment and FAFSA assistance; and customizable dashboards aligned with Georgia's Top State for Talent Act.

SCCPSS has not established a budget range or not-to-exceed amount for this procurement and is seeking district-wide pricing rather than per-student or per-school models. The district currently has no incumbent College and Career Readiness Platform in place. All student and outcome data ownership remains with SCCPSS, with vendors serving as data custodians. Historical student data will be migrated to the new platform. The district will track college and career readiness outcomes including enrollment, employment, persistence, credential attainment, scholarship completion, and FAFSA completion, with particular emphasis on compliance with Georgia's Top State for Talent Act requirements. Vendors may propose additional costs beyond the specified pricing, which should be listed as Item 9 on the pricing sheet with detailed documentation in a separate PDF. Platform screenshots and feature descriptions for all product specifications may be included in an appendix to the proposal.

RFP 26-25 College and Career Readiness Platform – Addendum 1

Questions and Answers

Career Team

Program Scope & Deployment

Question 1:

Does SCCPSS anticipate a district-wide rollout at once, or a phased implementation by grade band or school cohort? Approximately how many active students, counselors, CTAE instructors, and administrators should vendors assume for licensing and implementation planning? Is SCCPSS open to a pilot or phased launch prior to full district deployment?

Response:

We anticipate an initial rollout for grades 6-12 at the beginning of the 2026-2027 school year.

In grades 6th-12th, we currently have 16,977 active students, 95 counselors, 165 CTAE teachers, and 30 administrators.

We hope to rollout elementary grades K-5 by January 2027. We currently have 15,946 active students), 43 counselors, and 20 administrators.

We are open to a phased launch that adheres to what’s described above.

Data, Integrations & Governance

Question 2:

Beyond PowerSchool SIS and ClassLink SSO, are there additional systems vendors should anticipate integrating with (LMS, assessment, state reporting)? Will historical student data be migrated, or should vendors assume forward-looking records only? Can SCCPSS confirm that all student and outcome data ownership remains with the District, with vendors serving solely as data custodians?

Response:

We anticipate integrating with Brightspace at the onset with future integration with assessment and state reporting. Historical student data will be migrated. SCCPSS can confirm that all student and outcome data ownership remains with the District.

Work-Based Learning & Community Engagement

Question 3:

Should the Work-Based Learning module support direct employer onboarding, or will employer activity be centrally managed by district staff? Does SCCPSS envision community partners such as workforce agencies, colleges, or nonprofits accessing the platform directly?

Response:

Employer activity will be centrally managed by district staff with the option to explore self-service access for employers.

Reporting & Accountability

Question 4:

Are there specific state, board, or superintendent-level metrics SCCPSS expects dashboards to support? How does SCCPSS define successful postsecondary outcomes for alumni tracking

(enrollment, employment, persistence, credential attainment)?

Response:

Yes, the dashboard should enable schools and district level staff to determine the number of students who have met the requirements of Georgia’s Top State for Talent

Act.

Additionally, we expect the dashboard to track scholarships and FAFSA completion.

We are seeking a platform that will allow for alumni tracking in the areas listed to assist with establishing baseline metrics.

Commercial & Contractual

Question 5:

Is SCCPSS seeking a multi-year agreement with annual renewals, or a single-year contract with renewal options? Should pricing be proposed on a per-student, per-school, or district-wide enterprise basis?

Response:

We are open to exploring multi-year or single-year contacts and are looking for district-wide pricing.

Real-Time Student Progress Tracking

Question 9:

Question 10:

Can the District clarify the expected scope of “Scholarship alignment and FAFSA Assistance”?

It should provide all of the above.

College and Career Readiness Accountability / Portrait of Graduate Tracker

Question 11:

For the “Customizable college and career readiness accountability tracker / Portrait of Graduate tracker,” what functionality is expected? Regarding “Work-Based Learning Process Management: application, monitoring student progress, employer engagement, data collection, and reporting,” can the District clarify expectations around required features such as approval workflows, progress milestones, certifications, employer-facing portals, alerts/notifications, and compliance reporting?
