About this opportunity
The Orange County Transportation Authority is requesting quotes for confidential document destruction and recycling services under RFQ 250248, with quotes due April 6, 2026 and written questions due March 19, 2026. Award will be made to the lowest responsive and responsible firm on a lump sum basis. All bidders must certify they are not subject to Ukraine/Russia-related economic sanctions imposed by California or the U.S. Government (Presidential Executive Orders 13660, 13661, 13662, 13685, and 14065); failure to certify renders a bidder ineligible.
The scope requires bi-weekly pickup and offsite shredding of confidential documents and recycling bin services across four OCTA locations: the Orange Administration Building, Lost and Found Office in Garden Grove, Garden Grove Bus Operations and Maintenance facility, and Santa Ana Bus Operations and Maintenance facility. The contractor must supply and maintain 25 locked 64-gallon recycling bins (12 at Orange, 6 each at Santa Ana and Garden Grove, and 1 at Lost and Found), plus 5–7 96-gallon and 3–5 175-gallon recycling bins at the Orange Administration print shop. All pickups occur during normal business hours with replacement bins provided at pickup. The contractor must accommodate emergency pickups of banker boxes from quarterly or bi-annual records purges within 24 hours of notification and provide a fully authorized Certificate of Destruction with each invoice documenting quantity destroyed, destruction date and time, method, and pickup/drop-off confirmation.
The total budget is $25,000 for the initial one-year term with two optional one-year renewal terms. The contract is effective July 1, 2026, and replaces the incumbent agreement with Paper Depot under Contract C02264. Evaluation is based solely on cost (100% weight). Firms must bid on all line items in the pricing proposal to be considered responsive; failure to do so results in non-responsiveness and disqualification. Pricing must be firm fixed, fully burdened lump sum on a per-year basis, with no price increases permitted during the contract term. Successful firms must procure Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation as required by California law, and Employers' Liability ($1,000,000 per accident and per disease), with proof of insurance due within ten calendar days of the agreement's effective date and OCTA designated as additional insured. Award may be made without further discussion. Written responses to questions are due March 23, 2026.
