About this file
This is an Exhibit B Price Summary Sheet for Request for Quotes (RFQ) 250248 issued by the Orange County Transportation Authority (OCTA) for confidential document destruction and recycling services in California. The RFQ establishes the pricing framework and submission requirements for qualified firms to provide these services on an as-needed basis. The contract includes an initial one-year term with two optional one-year renewal terms, and the budget allocated for this effort is $25,000. Bidders must submit their quotes electronically through the OpenGov system by completing all required fields in Section IV, with incomplete submissions potentially deemed non-responsive. Written questions or clarifications must be submitted by 4 p.m. on March 19, 2026, with written responses to be issued by March 23, 2026. An award will be made to the lowest responsive and responsible firm on a lump sum basis, and firms must bid on all line items to be considered responsive for award consideration.
The pricing structure requires bidders to guarantee that quoted prices are equal to or less than prices quoted to any other local, state, or federal government entity for services of equal or lesser scope. No price increases are permitted during the term of the Blanket Purchase Order, though all price decreases must automatically be extended to the Authority. Miscellaneous items not explicitly listed may be purchased against the contract provided the bidder obtains written Authority approval and quotes are based on current published pricing less the bidder's stated discount. Invoices must be itemized and include supporting documentation for any part exceeding $500, with contractors required to substantiate actual costs for replacement parts. A minimum of ninety days' advance written notice is required for any bona fide cost increase requests, with no retroactive adjustments permitted. The net dollar amount of profit remains firm throughout the contract period, and the Authority reserves the right to enforce, adjust, negotiate, or cancel escalating price contracts as appropriate.

EXHIBIT B
PRICE SUMMARY SHEET
1. Bid Instruction: To submit a Bid, firms must complete Section IV, Bid Package, in its entirety by electronically entering the Unit Price for each line item directly into the OpenGov system.
All required fields must be filled in. Incomplete entries may result in the bid being deemed non-responsive.
2. Estimated quantities listed below are for evaluation purposes only and do not imply any guaranteed minimum or maximum usage by the Authority. Contractor agrees to supply the office supplies on an as-needed basis to the Authority, at the rate listed below, regardless of quantity requested.
3. Invoices must be itemized, include all material costs, and be accompanied by supporting documentation for any part exceeding $500. Contractor is required to substantiate the actual cost of replacement parts. Payment is contingent upon the provision of such proof.
4. MISCELLANEOUS ITEM DISCOUNTS: Miscellaneous items not listed below may be purchased against the Contract. Bidder shall provide the Authority with a quote and obtain written approval from the Authority for all miscellaneous materials, parts and shop supplies prior to placing order. Pricing shall be based on the most current published pricing, catalog or other source, less bidder’s discount listed below. Bidder shall provide the list price and discount price on all invoice(s) for all miscellaneous items.
5. PRICE INCREASES/DECREASES: No price increases will be permitted during the term of the Blanket Purchase Order. All price decreases will automatically be extended to Authority.
Authority requires bona fide proof of cost increases on Contracts prior to any price adjustment.
A minimum of ninety (90) days advance notice in writing is required to secure such adjustment.
No retroactive price adjustments will be considered. Authority may enforce, adjust, negotiate, or cancel escalating price Contracts or take any other action it deems appropriate, as it sees fit. The net dollar amount of profit will remain firm during the period of the Blanket Purchase Order. Adjustments increasing the Contractor's profit will not be allowed.
6. FIRM DISCOUNT AND PRICING STRUCTURE: Contractor guarantees that prices quoted are equal to or less than prices quoted to any other local, State or Federal government entity for services of equal of lesser scope. Contractor agrees that no price increases shall be passed along to Authority during the term of this Blanket Purchase Order.
