About this opportunity
The Texas Education Agency (TEA) is seeking proposals from qualified respondents to assist the agency's Human Resources (HR) Director in the recruitment of executive positions, various mid to high-level management positions, and/or difficult to recruit specialized positions on an as-needed basis. The procurement covers the state of Texas, with specific jurisdictions including Harris County, Travis County, and the cities of Austin and Killeen. The scope of work includes four phases: pre-recruitment, recruitment process, application review and referral, and interview and selection. TEA is looking for innovative recruitment solutions and may award one or more contracts from this solicitation, with assignments distributed based on area of expertise, availability, and cost. The contract term is from the date of execution to August 31, 2028, and proposals are due by June 1, 2023 at 2:00 P.M. Central Time.
The solicitation requires respondents to complete a HUB Subcontracting Plan (HSP) and demonstrate good faith efforts in subcontracting to Historically Underutilized Businesses (HUBs). TEA will not accept separate indirect cost rate calculations for this procurement, and the proposed budget and payments to a contractor must be based on satisfactory completion and TEA acceptance of deliverables. The agency does not have a predetermined number of contracts in mind and will evaluate proposals based on their own merits, including consideration of prior work with commercial clients as evidence of the vendor's ability to meet the requirements.
