About this opportunity

The City of Fort Worth is soliciting bids for a Brick Pavement Rehabilitation Unit Price Contract to establish unit prices for brick pavement, brick sidewalk, and brick curb ramp repair and replacement work, along with concrete curb and gutter, curb ramps, sidewalk, and driveway repair and installation services. This unit price contract will serve Tarrant County, with specific focus on Frankston Town projects, allowing the City flexibility to issue task orders as funding becomes available rather than committing to a full project scope. The procurement encompasses six major work categories: Existing Conditions (removal of asphalt, concrete, curbs, sidewalks, and driveways); Earthwork (site clearing and excavation); Exterior Improvements (concrete pavements, sidewalks, curbs, valley gutters, brick pavement repairs, and landscape work); Utilities (manhole, valve box, and meter box adjustments); Transportation (traffic control and signage); and Non-Standard Items (specialty repairs, colored concrete, and mobilization fees). Bidders must submit electronic bids through the Bonfire Procurement Portal by 2:00 P.M. CST on Thursday, May 14, 2026, with public opening and reading of bids to follow at City Hall; a pre-bid web conference is scheduled for Tuesday, April 28, 2026, at 9:00 A.M., and questions regarding bidding documents must be submitted electronically through the Vendor Discussions section no later than 2:00 P.M. on the Monday ten days prior to bid opening. Evaluation will be based on the lowest responsible and responsive bidder, with consideration given to qualifications and experience of proposed subcontractors. Award will be made within 90 days of bid opening following City Council authorization, and the successful bidder must execute the contract within 14 days of receiving the Notice of Award. The contract includes a 5 percent bid bond requirement, performance bonds, payment bonds, and maintenance bonds (with amounts to be determined at award), and obligates the contractor to maintain completed work free from defects in materials or workmanship for two years following final acceptance, with liquidated damages of $650.00 per day for work extending beyond the specified deadline.

This contract includes a 30 percent Small Business Enterprise Goal applicable to all bids with a total dollar value of $100,000 or more, with participation satisfiable through either self-performance or subcontracting with certified small businesses located within five Fort Worth counties (Tarrant, Denton, Wise, Parker, and Johnson) and certified by the North Central Texas Regional Certifying Agency, Dallas/Fort Worth Minority Supplier Development Council, Women's Business Council-Southwest, or Texas Department of Transportation. Bidders must submit a completed Small Business Utilization Form and certification documents with their bid packages; failure to comply renders the bid non-responsive. The contractor must perform work valued at not least 35 percent of the contract value with its own organization unless otherwise approved by the City, and all employees must be covered by worker's compensation insurance as certified under Texas Labor Code Section 406.096. Nonresident bidders must comply with Texas Government Code Chapter 2252.001 and underbid responsible Texas bidders by the specified margin to be awarded the contract. The contract budget is up to $550,000 in current funds, though the City is not obligated to award the contract for the full bid amount; the contract may be renewed for up to two additional terms upon expiration of contract funds, with a maximum total contract duration of five years from the initial Effective Date. All work must comply with prevailing wage rates as determined by the Davis-Bacon Act, with hourly rates ranging from $10.06 to $21.07 depending on worker classification, and contractors must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate.
