About this opportunity

The City of Fort Worth, Texas is requesting bids for PW 2027 Hot In Place Recycling Contract 1 (City Project No. 106793), a pavement rehabilitation project with bids due September 24, 2026 at 2:00 PM CST via the Bonfire Procurement Portal. A prebid conference was held September 8, 2026; questions are due September 14, 2026 at 2:00 PM CDT.

Bidders must be prequalified in Asphalt Paving Heavy Maintenance with a minimum contract value of $1,000,000 and over — a mandatory eligibility gate. The Small Business Enterprise subcontracting goal has been waived with no required submittals. All contractors and subcontractors must certify compliance with Texas Labor Code Section 406.096(a) by providing worker's compensation insurance coverage; contractors must provide notarized certification from all subcontractors demonstrating their coverage.

The scope encompasses approximately 71,957 square yards of surface milling, 71,957 square yards of hot-in-place recycling with rejuvenating oil, and 71,957 square yards of one-inch asphalt pavement overlay (Type SP-D, PG 70-22 Superpave). Additional work includes 1,385 cubic yards of asphalt pavement base repair, 843 cubic yards of cement-treated flexible base Type A GR-2, 690 linear feet of concrete curb and gutter replacement, 1,091 square feet each of concrete driveway and sidewalk removal and replacement, three ADA curb ramps, and 53,317 linear feet of pavement marking across three corridors: Trail Lake Drive (Sycamore School Road to Altamesa Boulevard), Wichita Street (Mansfield Highway to Collin Street), and Chapel Creek Boulevard (Chapin Road to pavement change). Contract completion time is 210 days from commencement; pre-construction meetings are anticipated by January 2027 with construction beginning January or February 2027. Asphalt paving materials and quality-control testing must meet Texas Department of Transportation standards; in-place density testing is required between 92.5 and 96.3 percent compaction with core samples every 200 linear feet. Bidders must submit a bid bond equal to five percent of maximum bid price, conflict of interest statement, contractor compliance documentation, prequalification statement, and acknowledge Addendum No. 1 (issued September 15, 2026). City Council award is targeted for November 17, 2026. Contact Fort Worth Project Manager Marwan Hafez at 817-392-7968 or Marwan.Hafez@fortworthtexas.gov.
