About this file
This document is Addendum No. 1 to the 2027 Hot In Place Recycling Contract 1 for the City of Fort Worth, Texas, issued on September 15, 2026, with bids opening on September 24, 2026. The addendum modifies the original contract specifications and documents by replacing the Table of Contents, revising Section 32 12 16 (Asphalt Paving), and updating Section SD-1.00 (Standard Construction Details). The project encompasses approximately 71,957 square yards of one-inch asphalt pavement surface course using SP-D mix (PG 70-22 Superpave), 71,957 square yards of hot-in-place recycling, 71,957 square yards of surface milling, 1,385 cubic yards of asphalt base repair, 843 cubic yards of cement-treated flexible base, 690 linear feet of concrete curb and gutter replacement, 1,091 square feet each of concrete driveway and sidewalk removal and replacement, three ADA curb ramp replacements, and 53,317 linear feet of pavement markings. Bidders must acknowledge receipt of the addendum in the proposal, with failure to do so potentially resulting in disqualification.
The addendum provides detailed technical specifications for asphalt paving materials, equipment, production operations, and quality control standards, including requirements for mix design approval, aggregate quality standards, asphalt binder specifications, and testing protocols. Key modifications address H.M.A.C. base repair measurement and payment by cubic yard, tack coat specifications, compaction requirements with in-place density testing between 92.5 and 96.3 percent, and thickness testing via core samples every 200 linear feet. Payment schedules include density penalty provisions and thickness deficiency adjustments, with sections below 91 percent compaction or exceeding 15 percent thickness deficiency subject to removal and replacement at the contractor's expense. The specification incorporates references to Texas Department of Transportation standards and testing methods and requires contractor-performed quality control testing with Level 1A certification, while the City performs quality assurance testing and in-place verification.
