About this opportunity
Collier County is seeking a vendor for comprehensive maintenance and support services for its P25 public safety radio communication system through Request for Proposal (RFP) No. 25-8334. The procurement encompasses managed services for a mission-critical 800MHz radio system covering nearly 2,300 square miles and serving 11,000 public safety and governmental users across five counties. The system involves maintenance for 15 tower sites, fixed network infrastructure, terminal equipment, and communication technologies utilizing L3-Harris radio equipment. Key deliverables include event monitoring, preventive and corrective maintenance, software updates, security maintenance, emergency response capabilities, and a terminal equipment rental program. The RFP requires vendors to provide detailed pricing for system monitoring, equipment maintenance, technology refresh plans, and in-building emergency communications enhancement systems. A pre-proposal conference and site visits are scheduled for November 21, 2025, with proposals due on December 10, 2025 at 3:00 PM EST. Vendors will be evaluated based on hourly rates for professional services, annual service costs, and competitive pricing for new communications equipment.
The solicitation does not specify specific set-aside designations for disadvantaged enterprises, but does require vendors to meet several compliance requirements, including E-Verify program enrollment, immigration law compliance, and conflict of interest certifications. The current infrastructure includes a comprehensive radio network with 12 tower sites, a 12-channel Simulcast Cluster, 2 distributed control points, primary and secondary network switching servers, 26 Symphony dispatch consoles, and a fleet of 419 mobile and 898 portable XG series radios. Historically, county departments have spent approximately $1,750,000 on these services, though this may not indicate future spending patterns. The contract is structured for a ten-year initial term with two optional five-year renewals, suggesting potential total contract value could exceed $3.5 million. Vendors must provide insurance coverage with most liability insurances set at $1,000,000 per occurrence and demonstrate technical compatibility with the county's existing IT infrastructure and security standards.
