About this file
This is a vendor checklist document issued by Collier County Procurement Services Division for the Public Safety P25 Radio System Maintenance and Support Services Request for Proposal (RFP) No. 25-8334. The solicitation seeks a qualified vendor to provide comprehensive managed services for the county's mission-critical 800MHz P25 public safety radio communication system serving approximately 11,000 users across five counties covering nearly 2,300 square miles. The scope of work encompasses maintenance and support for 15 tower sites, fixed network infrastructure, terminal equipment, system monitoring, preventive and corrective maintenance, software updates, security maintenance, emergency response capabilities, and a terminal equipment rental program. The county's existing infrastructure includes 12 tower sites, a 12-channel Simulcast Cluster, 2 distributed control points, primary and secondary network switching servers, 26 Symphony dispatch consoles, 419 mobile radios, and 898 portable XG series radios utilizing L3-Harris equipment. A pre-proposal conference with site visits is scheduled for November 21, 2025, with proposals due December 10, 2025 at 3:00 PM EST. The contract is structured for an initial ten-year term with two optional five-year renewals, potentially exceeding $3.5 million in total contract value.
Vendors must submit all required documentation electronically through OpenGov and acknowledge acceptance of Collier County Purchase Order Terms and Conditions, General Instructions, and IT Technical Architecture Requirements. Required submittals include the Vendor Declaration Statement, Conflict of Interest Certification, Immigration Affidavit Certification, E-Verify enrollment documentation, Reference Questionnaire forms, W-9 Form, copies of all requested licenses and certifications, proof of corporate status from the Florida Department of State, and signed addenda. The solicitation does not specify disadvantaged enterprise set-asides. Vendors must provide insurance coverage with most liability insurances set at $1,000,000 per occurrence and produce required insurance certificates within five days of receiving a Notice of Recommended Award. Historically, county departments have spent approximately $1,750,000 on these services, though this may not indicate future spending patterns. Vendors will be evaluated based on hourly rates for professional services, annual service costs, and competitive pricing for new communications equipment. Failure to submit applicable required documents may render a proposal non-responsive or non-responsible.
