About this file

This is a Local Vendor Preference Certification form issued by Collier County, Florida's Procurement Services Division for use in response to Request for Proposal No. 25-8334 for Public Safety P25 Radio System Maintenance and Support Services. The certification establishes the criteria and procedures for vendors to qualify for local business preference consideration in Collier County procurement activities. Vendors seeking local preference status must demonstrate a physical business address located within Collier County limits from which staff operates in a properly zoned area, contribute verifiably to the county's economic development and well-being through employment retention and expansion, tax base support, and employee residency within the county, and maintain a current local Business Tax Receipt issued by the Collier County Tax Collector prior to bid submission. The RFP itself encompasses comprehensive maintenance and support services for an 800MHz P25 public safety radio communication system covering approximately 2,300 square miles and serving approximately 11,000 public safety and governmental users across five counties. The contract includes managed services for 15 tower sites, fixed network infrastructure, terminal equipment, event monitoring, preventive and corrective maintenance, software updates, security maintenance, and emergency response capabilities, with a pre-proposal conference and site visits scheduled for November 21, 2025, and proposals due December 10, 2025 at 3:00 PM EST. The contract term is structured for an initial ten-year period with two optional five-year renewals.

The solicitation does not specify set-aside designations for disadvantaged enterprises but requires vendors to comply with E-Verify program enrollment, immigration law compliance, and conflict of interest certifications. Vendors must provide insurance coverage with most liability insurances set at $1,000,000 per occurrence and demonstrate technical compatibility with the county's existing IT infrastructure and security standards. Historical county expenditures for these services total approximately $1.75 million annually, though the county notes this may not be indicative of future spending patterns. Vendors who misrepresent their local preference status face loss of local preference eligibility for up to one year. All information submitted in the local vendor preference certification is made under penalties of perjury by a duly authorized corporate representative with signature authority, and the county may request documentation substantiating the certification information, with failure to provide such documentation resulting in the vendor's submission being deemed non-responsive.
