About this opportunity

The City of Atlanta Department of Aviation is issuing a Pre-Advisement Notice for curbside management services at Hartsfield-Jackson Atlanta International Airport, with prequalification submissions due July 3, 2026, followed by an Invitation for Bids. The procurement is a multi-step sealed bid process: vendors must first prequalify, then respond to the subsequent IFB.

The scope covers comprehensive ground transportation management across Domestic and International Terminals and the Rental Car Center, including taxis, limousines, shuttles (hotel, off-airport parking, and ConnectATL), charter buses, and rideshare services. The Operator must deliver 24/7/365 operations with minimum staffing of 33 personnel on first shift, 33 on second shift, and 26 on third shift across 15 designated curbside locations; operate taxi dispatch stations with minimum two uniformed agents per terminal; maintain on-site supervisors at both terminals around the clock; and operate two vehicles for inter-terminal mobility. Services include vehicle access control, Ground Transportation Management System integration, customer service, traffic control, compliance monitoring, and incident reporting.

Prequalification evaluation will emphasize demonstrated experience managing high-volume curbside or transportation operations, capacity for 24/7/365 staffing and real-time coordination, proven safety and regulatory compliance (including ADA requirements), and ability to implement or integrate technology systems for vehicle tracking, permitting, dispatching, and revenue collection.

The contract term is three years with two optional one-year renewal periods at the City's sole discretion. Compensation comprises reimbursement for approved operating expenses (personnel, benefits, training, utilities, insurance, equipment, supplies) subject to annual budget approval and quarterly review, plus a monthly Management Fee paid in arrears. Non-reimbursable costs include off-site administrative, home office, professional memberships, legal fees, penalties, performance bond, and business license expenses. The City retains ownership of all equipment and vehicles. Liquidated damages of $250 to $1,000 per occurrence apply for non-compliance with staffing levels, operating procedures, customer experience standards, ADA/Title VI requirements, and reporting deadlines. A Pre-Solicitation Conference will be noticed to provide additional details.
