About this opportunity

The City of Atlanta, on behalf of its Department of Watershed Management, is issuing a pre-advertisement notice for an Inspection Truck Data Storage and Integration System through a multi-step sealed bid that begins with prequalification, with a due date of November 27, 2026. A draft Appendix A from the Office of Contract Compliance designates the solicitation as a sheltered market opportunity open exclusively to City of Atlanta Certified Small Business Enterprises, with certification or a certification application required by bid opening.

Under the draft sheltered market terms, the prime SBE must self-perform at least 50 percent of contract cost with its own employees. Bidders may subcontract up to 35 percent of work to other certified SBE firms, and no mandatory subcontractor participation goals are imposed. The SBOSM-1, SBOSM-2, and SBOSM-3 forms and a Letter of Intent must accompany the bid, and omitting them risks a non-responsive finding.

The vendor provides technology to process, review, manage, and store footage and data from closed-circuit television inspections of sanitary sewer mains, manholes, stormwater structures, and appurtenances. Five trucks with two-person crews perform the inspections across four city quadrants. The vendor must hold NASSCO PACP, LACP, and MACP designations and use NASSCO-certified solutions with AI-assisted automated defect recognition and risk and rehabilitation recommendation engines. The system must integrate with the City's ESRI GIS, Pearpoint Pipeline Inspection System, and WaterWorks Asset Management System without additional conversion. Required capabilities include unlimited cloud storage with a minimum 10-year retention period, unlimited view-mode users, coding error below 2 percent, 24/7 live support, responses to City inquiries within two business days, and documented business continuity and disaster recovery policies tested annually.

Final Appendix B requires Workers' Compensation at statutory limits, Employer's Liability of $1,000,000 per occurrence, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, and Commercial Automobile Liability of $1,000,000 combined single limit. Carriers must hold an A.M. Best rating of A- with Financial Size Category VII and be authorized by the Georgia Insurance Commissioner. The City must be named as additional insured on all policies except workers' compensation and professional liability.

Prequalification evaluates technical capability, relevant experience, NASSCO qualifications, system compatibility, data management and storage capabilities, quality control, and readiness to meet operational requirements. A Pre-Solicitation Conference will be noticed and held, with no date yet set. Several attached files cover a separate Grease Interceptor Maintenance, Cleaning, and Inspection procurement by the Department of Aviation at Hartsfield-Jackson Atlanta International Airport, which holds its pre-solicitation conference on November 10, 2026, at 1:00 p.m.
