About this opportunity

The City of Atlanta, Department of Watershed Management, is conducting prequalification and thereafter issuing an IFB for Foxboro Distributed Control System parts, equipment, repairs, and support services to maintain SCADA systems at water treatment and reclamation facilities, with prequalification submissions due September 8, 2026. Vendor selection must demonstrate access to manufacturer-certified Foxboro DCS parts or approved equivalents, service capability for troubleshooting and field support, and properly credentialed personnel with facility access clearance.

The solicitation is structured in two groups: Group I covers Foxboro DCS parts and accessories; Group II covers miscellaneous services including startup testing, loop checks, operational verification, staff training, documentation of replaced or upgraded parts, and technician labor. Vendors must supply 90% of required parts within 24 hours and the remaining 10% within 72 hours; failure to meet this requirement can result in contract termination. Vendors must provide a minimum of four hours of on-site staff training at their expense, submit parts and service manuals upon request, and furnish original manufacturer part crossover numbers prior to delivery. All vendors must clearly identify proposed subcontractors and ensure subcontractor completion of IIREA forms; nondisclosure may result in termination.

The scope requires a one-year warranty on parts and services following delivery, with vendor responsibility for prompt replacement of damaged or inferior items. Payment terms are 5% discount if paid within 10 days, or net 30 calendar days. The City reserves the right to adjust quantities without penalty and requires submission of an itemized annual Report of Purchases within 15 days of the contract anniversary date; non-compliance forfeits future City contracts. Vendors must assume all costs related to patented materials and indemnify the City against patent litigation. Price escalation is permitted only under unusual market conditions with a frozen-price period specified at bid and cost data submitted 30 days prior to any increase request. A Pre-Solicitation Conference will be noticed separately to provide additional detail and address questions.

Opportunity text

The City of Atlanta, on behalf of the Department of Watershed Management, will shortly undergo a Multi-Step process comprised of a prequalification phase as the initial step, followed by an Invitation for Bid (IFB), towards the procurement intended to support the Foxboro Distributed Control System parts, equipment, repairs, and related support services needed to maintain the SCADA systems used by the Office of Water Treatment and Reclamation. The solicitation will include Group I for Foxboro DCS parts and accessories, and Group II for miscellaneous services such as repair support, startup testing, loop checks, operational verification, staff training, and documentation of replaced or upgraded parts. Interested vendors during the prequalification phase should be prepared to demonstrate the ability to supply manufacturer-certified Foxboro DCS parts or approved equivalents, meet warranty requirements, and provide timely access to critical parts. Vendors should also show service capability for troubleshooting, diagnostics, field support, and properly credentialed personnel who can access City facilities when needed. The City's expectation is that the selected vendor ensures reliable availability of critical DCS parts and responsive repair support so water treatment and reclamation operations are not delayed by equipment downtime or unsupported system components. The selected vendor must also support compliance and asset management through proper testing, documentation, warranty support, and facility staff training. Vendors capable of supplying Foxboro DCS parts under Group I, providing the related miscellaneous and service support under Group II, experience with SCADA/DCS environments certified parts and system checks are encouraged to prepare for this upcoming solicitation process. A Pre-Solicitation Conference will be noticed and then held to provide more details and address questions.
