About this opportunity
The Greater Orlando Aviation Authority is soliciting bids through Invitation for Bid (IFB) 26-598 for the procurement of two universal passenger boarding ramps for Orlando International Airport (MCO), the busiest airport in Florida and the seventh most active in the United States, which served 57.2 million passengers in Fiscal Year 25. The procurement requires one narrow-body aircraft ramp accommodating aircraft from E190 to A321 and one wide-body aircraft ramp accommodating aircraft from B767 to A380, with delivery required within 90 days of purchase order receipt, on or about July 1, 2026. The ramps must comply with FAA AC 150/5220-21C standards and ADA 2010 accessibility requirements, incorporating continuous slip-resistant surfaces, adjustable slopes, handrails, transition plates, LED lighting, solar-powered systems with plug-in charging capability, removable canopies, battery-operated lift systems, and safety features including edge protection. Respondents must submit pricing for three line items: the narrow-body ramp, the wide-body ramp, and on-site installation, setup, testing, commissioning, and training for both units, using the Aviation Authority's e-Procurement Platform on an all-inclusive, FOB Destination, Freight Prepaid basis with Net 45 payment terms. Minimum qualifications include five years of continuous, verifiable experience providing similar goods and services within the five years prior to the solicitation deadline, three client references from similar projects within the past five years, compliance with all specifications, State of Florida registration, current W-9 forms, proof of insurability, and certifications regarding drug-free workplace status, public entity crimes compliance, discriminatory vendor list status, and Israel boycott prohibition compliance. The question submission deadline is April 6, 2026 at 4:00 p.m., addenda will be released by April 13, 2026, and bid responses are due April 27, 2026 at 2:00 p.m., with Committee recommendation scheduled for May 26, 2026 and Aviation Authority Board approval anticipated June 17, 2026. The awarded supplier must provide a minimum two-year warranty commencing after installation and setup, guarantee spare parts availability for ten years post-delivery, provide technical support at no additional cost, and maintain all required insurance throughout the contract term.
No set-asides or participation requirements apply to this procurement, as it is classified as a one-time purchase of goods rather than a service contract, and the MWBE Program was suspended as of June 3, 2025. The procurement is not restricted to any particular class of organizations, though respondents must be registered with the State of Florida and meet specified insurance requirements including Commercial General Liability of $1,000,000 per occurrence for standard operations or $5,000,000 per occurrence for Airport Operations Area access, Automobile Liability of $1,000,000 per occurrence, Workers' Compensation at Florida statutory limits with Employer's Liability of $100,000/$100,000/$500,000, and Professional Liability of $1,000,000 per claim, with additional insured endorsements naming the Aviation Authority and City of Orlando. No incumbent vendors or current contractors are identified in the procurement documents, and this is a one-time equipment purchase with no recurring contract options. The units must have a minimum 10-year design life with spare parts availability for 10 years post-delivery, and all installation, setup, testing, and training services must be provided on-site by the vendor. The estimated award amount is $550,000, with the Aviation Authority reserving the right to award by individual items or a combination thereof and retaining the authority to increase, decrease, or delete portions of the scope without cause.
