About this opportunity
The Orange County Transportation Authority (OCTA) is seeking proposals for on-call bus safety videography services under RFP 250204, with proposals due March 3, 2026 at 2:00 p.m. No set-aside or preference program applies to this procurement.
The scope requires a full-service video production firm capable of delivering broadcast-quality and online-quality content focused on transit operator visibility and safety. The firm must provide end-to-end production services including concept development, scripting, storyboarding, directing, color correction, sound design, animation, closed captioning, and distribution across Facebook, Instagram, X, LinkedIn, and YouTube. Experience with multilingual or culturally diverse communities and government safety messaging is preferred. The contractor must respond to OCTA requests within forty-eight hours and deliver same-day assets in some cases. Services are structured on a time-and-expense basis with job-by-job cost estimates and approval required before commencing work. The contractor must designate a Project Manager with authority to make binding commitments to the firm and serve as primary liaison with OCTA's Digital Marketing Manager.
The budget is $100,000 for a one-year contract term effective April 1, 2026 through March 31, 2027. The contractor must maintain insurance including $1,000,000 commercial general liability, $1,000,000 automobile liability, and $1,000,000 professional liability. Drive time is not billable. All work products and deliverables become OCTA's property upon payment.
Evaluation criteria are weighted as follows: Qualifications of the Firm (25%), Staffing and Project Organization (20%), Work Plan (25%), and Cost (30%), with proposals scored on a 0–5 point scale per criterion. Written questions are due February 19, 2026 at 2:00 p.m., with OCTA responses provided February 24. A pre-evaluation meeting is scheduled for March 3, 2026 at 4:00 p.m. The evaluation committee will review proposals on March 17, 2026, with contract execution targeted for April 1, 2026.
Level 1 Health, Safety, and Environmental Specifications apply, requiring contractor compliance with California Code of Regulations Title 8 and OSHA standards, designation of a health and safety representative within ten business days of award, and incident reporting protocols. Violations may result in contract termination at OCTA's sole discretion.
