About this opportunity

The Texas Health and Human Services Commission is requesting bids for instructional design and e-learning development services using Articulate 360, with proposals due June 19, 2026 (IFB HHS0017202).

The scope encompasses course design, development, testing, and deployment of interactive online training modules for HHS staff and stakeholders, delivered across the state's learning management system. Bidders must demonstrate technical capability and relevant experience with Articulate 360 and instructional design methodology, along with a proposed timeline for course delivery. Pricing may be structured as fixed-fee or time-and-materials, with vendors providing detailed cost proposals for instructional design hours, development hours, and Articulate 360 licensing or access fees.

A HUB set-aside may apply under Texas procurement regulations. The contract term is typically one to three years with potential renewal options contingent on satisfactory performance and continued funding. Funding is sourced through HHS budget allocation for employee training and development.

Respondents must complete and execute the standard Texas HHS affirmations and certifications, including suspension and debarment status, E-Verify compliance, child support obligation verification, franchise tax compliance, human trafficking prohibitions, cybersecurity training certification, Texas-specific statutory requirements (abortion funding limitations, gender transitioning procedure restrictions, COVID-19 vaccine passport prohibitions), AI system disclosure, and prohibitions on boycotting Israel, energy companies, and firearm industries. All bids must remain firm and binding for 240 days from submission. Respondents must provide organizational identification (DUNS, FEIN, Texas ID, SAM.gov Unique Entity Identifier), reference qualifications via Exhibit D, and acknowledge receipt of all addenda.

In-person bids may be submitted to the Texas HHS Procurement and Contracting Services office at 1100 W. 49th Street, Austin, Texas, during regular business hours (8 a.m. to 5 p.m.). Bidders may also access project documents and submit bids through the designated online bid room platform; Exhibit E provides portal access and technical requirements.
