About this opportunity

The Texas Comptroller of Public Accounts is soliciting offers for Oracle PeopleSoft Licensed Software and Software Support Services to support the state's Centralized Accounting and Payroll/Personnel System (CAPPS), with offers due June 24, 2026 at 2:00 p.m. Central Time (revised by Addendum No. 2). A completed VetHUB Subcontracting Plan is mandatory; respondents must demonstrate good faith effort in utilizing Texas certified HUB vendors or justify self-performance, with failure to submit a completed plan resulting in bid rejection.

The scope covers perpetual software licenses and annual Software Update License & Support (SULS) renewal costs across multiple PeopleSoft modules including Financials, Human Resources, Payroll, eProcurement, and Recruiting Solutions, serving approximately 80 CAPPS Central-Agencies and five CAPPS Hub-Agencies (Texas Workforce Commission, Health and Human Services Commission, Department of Family and Protective Services, Department of State Health Services, Texas Department of Transportation, Department of Housing and Community Affairs, and Texas Education Agency). The contract supports an Enterprise Employee metric base with module-specific user quantities ranging from 160,000 to 16,000 Full-Time Equivalents. Respondents must submit pricing on a Mandatory Price Sheet in Microsoft Excel format, detailing proposed percentage uplifts for annual SULS renewal costs, costs for future expansion in increments of 16,000 Enterprise Employee licenses, and optional feature pricing. Cybersecurity and data safeguard compliance narratives are required; professional liability insurance must cover $1,000,000 per occurrence, and data security must meet FIPS 140-2 encryption and media sanitization protocols.

The initial contract term runs four years from September 1, 2026, through August 31, 2030, with three optional one-year renewal periods through August 31, 2033. The incumbent contractor is Oracle. Evaluation uses the Best Value Standard: 20 percent respondent qualifications and past performance, 50 percent compliance with specifications, 30 percent cost. Services commence September 1, 2026. The CPA reserves the right to award to one successful respondent or reject all offers.
