About this opportunity
The Nevada State Purchasing Division on behalf of the Nevada Department of Wildlife is requesting proposals for a new integrated licensing and registration system covering hunt applications, volunteer management, customer transactions, revenue processing, law enforcement functions, and related operations, with proposals due September 16, 2026 and a questions deadline of August 25, 2026.
A 5% preference applies to Nevada-based businesses as defined in NRS 333.3351 to 333.3356. Mandatory minimum requirements include compliance with Nevada law, no boycott of Israel agreement, vendor registration on nevadaepro.com, a Nevada business license, and active entity registration in sam.gov.
The scope encompasses licensing for hunting, fishing, trapping, and vessel registration; special licenses and permits; volunteer program management for approximately 9,000 instructors; online applications with interactive hunt-unit mapping supporting up to five hunt choices; tag draws with random-number generation compliant with Nevada Revised Statutes 501–505; bonus point calculations; revenue processing for approximately 40 point-of-sale agents statewide; 24/7 customer support with 90-second answer targets for internet calls (90% compliance) and agent help desk calls (95% compliance, with $500 and $200 per-point-missed liquidated damages); mobile app development with offline capability; e-tag validation with harvest questionnaire integration; and law enforcement integrations including Interstate Wildlife Compact lookups. The system must support approximately 1.45 million existing customer records, 249,205 vessel records, and 2,700 authorized users. Historical data import must achieve 100% accuracy. Tier 3 data management or above with redundancy in all major components, annual disaster recovery testing, and recovery within seven calendar days are required. Implementation is staged across four phases, with Phase 1 (August–December 2027) delivering core functionality and Phase 2–4 (January 2028–2033) addressing remaining applications, draws, and enhancements including mobile, e-tags, and law enforcement field applications.
The estimated total investment is $12 million across fiscal years 2028–2033, with annual contract costs of $2 million. The initial contract term begins February 1, 2027, subject to Board of Examiners approval, with two optional one-year renewals. Technology Errors & Omissions insurance of $5 million per claim and annual aggregate, Network Security/Cyber and Privacy Liability insurance of $5 million per occurrence and annual aggregate (or $10 million preferred for statewide platforms), and a $5 million Fidelity Bond are mandatory. Vendor presentations are scheduled for September 28–October 12, 2026, with notice of intent expected around October 12 and notice of award estimated for November 25, 2026. Proposals are scored on five technical factors (demonstrated competence, ability to deliver timely, comparable experience, customization capability, and customer service) at 20, 20, 20, 15, and 10 percent respectively, presentation at 15 percent, and cost at 15 percent. Three client references from similar projects within the past five years and identification of all subcontractors and current or former State employees performing services are required. Vendor responses must remain effective for 180 days after the proposal due date. All proposal terms and pricing, including firm fixed hourly rates by staff classification, are incorporated into the final contract.
