About this file
This is a Goals, Objectives, and Scope of Work document for the Nevada Department of Wildlife (NDOW) detailing requirements for a comprehensive integrated licensing, registration, and data management system. NDOW seeks a vendor to develop a modern, technology-enabled platform consolidating multiple existing systems into a unified solution featuring web, mobile, and artificial intelligence capabilities. The project scope encompasses licensing and vessel registration, hunting, fishing, and trapping licenses, special licenses and permits, volunteer management, online applications, and law enforcement support functions. The system must integrate data across customer service platforms, enable real-time record updates and reporting, support automated customer outreach, and provide point-of-sale infrastructure for approximately 40 licensed agents statewide. The implementation must be completed by August 1, 2027, with the vendor responsible for delivering detailed project plans addressing hardware, software, telecommunications, technology development, quality assurance testing, disaster recovery, training documentation, and ongoing support for customer call centers, license vendors, and NDOW technical operations.
The document does not specify pricing terms, set-asides, incumbent vendors, funding sources, or contract duration details. NDOW requires all vendors to demonstrate compliance with Nevada Revised Statutes, Nevada Administrative Code, and federal requirements, with the system designed to accommodate legislative changes and regulatory updates. The vendor must establish data ownership with NDOW, maintain confidentiality protocols, and provide source code escrow arrangements. All proposals must address the complete scope of work across sections three through nine with no more than five pages per task, excluding appendices. Subcontractors may be utilized with vendor notification of task allocation and time percentage, and all work may be subject to quality assurance review and state staff oversight.

The program also processes files for refunds; processing tag returns, issues alternate tags, produces reports for NDOW and the public, processes big game tag harvest questionnaires and also provides a call center for the program, handling correspondence to include emails, confirmations, required mailings and phone calls from the public regarding the program. In a similar format to big game, NDOW issues questionnaires to a variety of customers who meet a specific criterion or hold a specific license. Most of these questionnaires also have a deadline and if the license holder does not submit on time the customer will be unable to purchase certain licenses in the following year. The Volunteer Program tracks recruits, volunteers and events for NDOW, and conservation education program tracks and manages students and certificates.

19. The Volunteer Program addresses the needs of two distinct user populations:
19.1 Volunteers
19.2 NDOW staff
20. Enhancements or modifications to the licensing system and associated programs are routinely requested or required by various sources (Nevada Legislature, Wildlife Commission, department requirements, etc.). Timelines for completing changes varies but may be short.
