About this file
This is a Cost Schedule attachment for a Request for Proposals issued by the Nevada Department of Wildlife (NDOW) for a licensing system to support online sales and record-keeping of hunting, fishing, trapping, watercraft, and vessel transactions, along with volunteer and hunter education programs. The RFP seeks vendor support for customer recruitment, retention, and reactivation initiatives. The document establishes 2025 baseline transaction volumes for cost comparison purposes, including 105,355 vessel transactions, 167,679 licenses and stamps across hunting and fishing categories, 88,360 hunting tags, 509,784 big game applications, and various non-revenue transactions such as harvest reports, trapping permits, and conservation education activities totaling approximately 30,000 transactions. Implementation is to commence in December 2026, with vendors required to align their proposals with the Calendar of Activities and System Technical Functional Requirements outlined in the RFP attachments.
Vendors must submit detailed cost breakdowns for 2025 sales volumes with their proposed business models and pricing structures, including separate line items for enhancements beyond core services. Pricing submissions must account for 60 point-of-sale locations, 25 NDOW office license locations with registered agents requiring computers, tablets, and license printers. Vendors should provide itemized costs for system implementation, annual maintenance, web hosting, system enhancements with delivery timelines, software training, source code ownership or escrow arrangements, and customer identity protection protocols for data breach incidents. The cost schedule format enables uniform comparison across vendors with different business models while accommodating individualized enhancement proposals for the contract term beginning December 2026.

NDOW Licensing System RFP – Cost Schedule – Attachment 4.3.3
The Nevada Department of Wildlife (NDOW) has need of a contracted Vendor to run a system that supports the online customer interface to the sale and record of NDOW products. These products include all hunting, fishing, trapping, tag applications, watercraft and vessel transactions, volunteer and hunter education programs. To grow our business and that of the winning bidder, we seek support in recruitment, retention and reactivation of individuals who are inclined to engage in fishing, hunting and boating opportunities in Nevada.
NDOW understands that each company participating in this RFP process may have a different business model and method to deal with customer interactions. To create uniform comparisons, we have listed the main revenue generating items and sales volumes from 2025 in the table below. Your pricing for this RFP should be a breakdown of cost for 2025 sales volumes and how you would apply your business model going forward. Please provide base price totals and pricing for a total combined contract amount for 2025 core business sales volumes. Separate line items should be provided for any enhancement your company may want to include in the contract. The following table is the functional volume statistics for 2025.
Vendors should propose their implementation strategy to include all calendar commitments beginning in December 2026. The Calendar of Activities, Attachment 4.1.3 guideline should be used in conjunction with your firm’s proposed price structure. Additional year sales numbers can be found throughout the System, Technical, Functional Requirements, Attachment 4.1.2.
