About this file
This is a Technology Investment Evaluation (TIE) Completion Memo from Nevada's Governor's Technology Office (GTO) to the Nevada Department of Wildlife (NDOW) regarding the NDOW Licensing System modernization project. The memo approves NDOW to proceed with issuing a Request for Proposal (RFP) to replace the expiring Gordon Darby licensing solution that currently manages hunting and fishing licenses, registration, hunt applications, volunteer management, customer transactions, revenue processing, reporting, and law enforcement functions. The RFP will seek a vendor solution that supports system integrations, customer service operations, and related services. The approval permits issuance of the RFP only and does not authorize vendor selection, acquisition, or implementation. NDOW is required to submit an updated TIE submission after vendor selection that documents final scope, costs, contract terms, architecture, hosting model, data handling, integrations, cybersecurity controls, GovRAMP posture, implementation approach, operational support, and continuity requirements before any award or implementation can proceed.
The total estimated investment value for this project is $12,000,000.00, funded entirely by state fees and allocated across fiscal years 2028 through 2033 at $2,000,000.00 annually. The ongoing annual contract costs equal $2,000,000.00 per fiscal year. The memo, dated June 18, 2026, emphasizes that the procured solution must adhere to state security standards and policies and comply with Americans with Disabilities Act (ADA) requirements to ensure accessibility for all authorized users. The approval prioritizes continuity of essential services, competitive procurement, fiscal stewardship, and modernization of this mission-critical statewide system.
