About this file
This document presents Nevada State Purchasing Division sales data on behalf of the Nevada Department of Wildlife for a new integrated licensing and registration system. The system will support hunt applications, volunteer management, customer transactions, revenue processing, law enforcement functions, and related operations. The scope encompasses licensing for hunting, fishing, trapping, and vessel registration; special licenses and permits; volunteer program management for approximately 9,000 instructors; online applications with interactive hunt-unit mapping; tag draws with random-number generation; bonus point calculations; revenue processing for approximately 40 point-of-sale agents statewide; 24/7 customer support with 90-second answer targets; mobile app development with offline capability; e-tag validation with harvest questionnaire integration; and law enforcement integrations including Interstate Wildlife Compact lookups. The system must support approximately 1.45 million existing customer records, 249,205 vessel records, and 2,700 authorized users with Tier 3 data management and annual disaster recovery testing. Implementation occurs across four phases from August 2027 through 2033. The questions deadline is August 25, 2026, proposals are due September 16, 2026, vendor presentations are scheduled for September 28-October 12, 2026, notice of award is estimated for November 25, 2026, and the initial contract term begins February 1, 2027, with two optional one-year renewals.
The estimated total investment is $12 million across fiscal years 2028-2033, with annual contract costs of $2 million. A 5% preference applies to Nevada-based businesses as defined in NRS 333.3351 to 333.3356. Mandatory requirements include Nevada business license, vendor registration on nevadaepro.com, active entity registration in sam.gov, compliance with Nevada law, and a no-boycott-of-Israel agreement. Required insurance includes Technology Errors & Omissions coverage of $5 million per claim and annual aggregate, Network Security/Cyber and Privacy Liability insurance of $5 million per occurrence and annual aggregate (or $10 million preferred), and a $5 million Fidelity Bond. Proposals are scored on five technical factors (demonstrated competence, ability to deliver timely, comparable experience, customization capability, and customer service) at 20, 20, 20, 15, and 10 percent respectively, presentation at 15 percent, and cost at 15 percent. Three client references from similar projects within the past five years and identification of all subcontractors are required. Vendor responses must remain effective for 180 days after the proposal due date. The accompanying sales data shows 2025 Nevada annual sales by location, totaling $23.1 million in internet sales with 807,988 orders, plus significant regional sales in Washoe ($1.33 million), Clark ($1.15 million), and other counties.
