About this file
This is an RFP attachment for the Nevada Department of Wildlife (NDOW) Licensing System project, outlining project kick-off, project management, and design process requirements. The document establishes mandatory procedures for post-contract award activities, including a project kick-off meeting with State and Vendor representatives to address deliverable review processes, project status meeting formats, communication lines, risk assessment, and issue resolution protocols. Vendors must submit a preliminary project plan as part of their proposal containing Gantt charts, planning methodologies, milestones, task interdependencies, estimated timeframes, and strategies to prevent schedule slippage. The plan must address staff roles, subcontractor communication methods, and identify all potential project risks with mitigation strategies. For onsite staff locations in Reno, vendors must provide information on remote staff arrangements and communication protocols, with the State encouraging alternative methods such as email and video conferencing.
The Planning and Administration section requires vendors to develop a detailed project plan with fixed deadlines, including project schedules, work breakdown structures, milestones with entrance and exit criteria, training plans for State staff, and comprehensive management plans covering communications, risk management, quality assurance, change orders, and knowledge transfer. Vendors must attend all State-requested project meetings, provide written status reports following each reporting period, and develop a Post Implementation Evaluation Review (PIER) approximately six months after full implementation. Project methodology must address integration, scope management, time management, issue resolution, change management, cost control within approved budgets, resource management, and risk management. Vendors must describe design and development processes including solution analysis, configuration management, peer review procedures, and project software tools with associated costs included in the Cost Schedule. All proposal terms and pricing, including firm fixed hourly rates by staff classification, remain effective for 180 days after the proposal due date and throughout contract negotiation for the awarded vendor. Change order prices remain fixed for six months after system acceptance.
