About this file
This is a solicitation file for a state contract issued by the Nevada State Purchasing Division on behalf of the Nevada Department of Wildlife for an integrated licensing and registration system. The system must support hunt applications, fishing and trapping licenses, vessel registration, volunteer management, customer transactions, revenue processing, and law enforcement functions. The project encompasses approximately 1.45 million existing customer records, 249,205 vessel records, and support for approximately 2,700 authorized users across 40 point-of-sale agents statewide. The solicitation requires vendors to support peak transaction volumes, including approximately 7,000 products during early May hunting license fulfillment and approximately 24,000 products during early June tag awards. Historical internet sales data indicates annual volumes of approximately $12 million with over 200,000 transactions. Proposal submissions were due September 16, 2026, with a questions deadline of August 25, 2026. Vendor presentations were scheduled for September 28–October 12, 2026. The notice of award was estimated for November 25, 2026. The initial contract term begins February 1, 2027, with two optional one-year renewals. Implementation is staged across four phases from August 2027 through 2033, with Phase 1 delivering core functionality by December 2027 and subsequent phases addressing applications, draws, mobile capabilities, e-tags, and law enforcement integrations.
The estimated total investment is $12 million across fiscal years 2028–2033, with annual contract costs of approximately $2 million. Pricing must include firm fixed hourly rates by staff classification. A 5% preference applies to Nevada-based businesses as defined in Nevada Revised Statutes 333.3351–333.3356. Mandatory requirements include vendor registration on nevadaepro.com, active entity registration in sam.gov, a Nevada business license, compliance with Nevada law, and execution of a no-boycott-of-Israel agreement. The system must achieve 100% accuracy for historical data imports, maintain Tier 3 data management with redundancy in all major components, and support annual disaster recovery testing with recovery within seven calendar days. Customer support service levels require 90-second answer targets for internet calls (90% compliance) and agent help desk calls (95% compliance), with $500 and $200 per-point-missed liquidated damages. Mandatory insurance includes Technology Errors & Omissions coverage of $5 million per claim and annual aggregate, Network Security/Cyber and Privacy Liability insurance of $5 million per occurrence and annual aggregate ($10 million preferred for statewide platforms), and a $5 million Fidelity Bond. Scoring weights are distributed as follows: demonstrated competence (20%), ability to deliver timely (20%), comparable experience (20%), customization capability (15%), customer service (10%), vendor presentations (15%), and cost (15%). Three client references from similar projects within the past five years and identification of all subcontractors and current or former state employees are required.
