About this file

This is an attachment to a Request for Proposals (RFP) issued by the Nevada State Purchasing Division on behalf of the Nevada Department of Wildlife (NDOW) for a comprehensive licensing system. The document outlines detailed functionality requirements for draw, product, and program management across multiple hunting and fishing application periods. The system must support various application types including the Main Big Game Draw (running March through May annually), Second Draw, Nonresident Guided Mule Deer, wild turkey, Sheldon sage grouse, swan, and Wildlife Management Area reservations. The vendor must provide a user-friendly online application platform with a testing environment separate from production, interactive hunt unit mapping with zoom and pan capabilities, and support for up to five hunt choice selections per application. The system must implement Nevada regulatory requirements, process multiple fee components deposited into different accounts, support bonus point calculations using squared algorithms, conduct random number-generated draws compliant with Nevada Revised Statutes 501-505, and generate comprehensive post-draw reports including configuration files, client files, assigned number files, results files, withdrawn application files, bonus point summaries, and remaining tag inventories.

The system must process multiple revenue streams including $10 application fees, species-specific game tag application fees ($3.00 with customer-directed allocation to predatory wildlife removal or habitat management), residency-dependent tag fees, elk damage fees ($5.00), and specialty program fees for Silver State ($20.00) and Partnership in Wildlife ($10.00) applications. The vendor must support tag payment collection with seven-day grace periods for failed credit card transactions, implement waiting period restrictions based on species and harvest outcomes, manage party hunt applications with averaged bonus point calculations, process manual tags for damage compensation and emergency depredation programs, operate a First Come First Serve tag sales program with 30-second refresh timers and five-minute purchase windows, handle tag returns with refund eligibility for death, medical, or military reasons, and facilitate alternate tag distribution within 14 days of tag returns. Additional functionality requirements include volunteer program management for approximately 9,000 registered instructors, Special Licenses and Permits (SLAPs) administration, mandatory and voluntary harvest questionnaires with configurable fields, law enforcement integration with Interstate Wildlife Compact revocation lookups, mobile app development with offline capability, electronic tag validation with harvest questionnaire integration, and comprehensive audit logging and data reporting capabilities accessible to both NDOW staff and the public where applicable.

NDOW Licensing System – Draw, Product, Program Functionality Requirements – Attachment 4.1.1

4. ATTACHMENTS

4.1.1 DRAW, PRODUCT, PROGRAM, FUNCTIONALITY REQUIREMENTS

4.1.1.1 APPLICATION PERIODS, DRAWS, AND DRAW FUNTIONALITY REQUIREMENTS

The Nevada Department of Wildlife’s major source of revenue comes from application and tag sales resulting from a public, lottery-type draw process. The most impactful and popular is the Main Big Game Draw which runs from March through May of each year. In addition to the main big game application period and draw, the system will also handle application periods and draws for the second draw, wild turkey, Sheldon sage grouse, swan, WMA reservations and nonresident guided mule deer. The awarded Vendor will design a user-friendly, easy to navigate, intuitive application process for Nevada customers. Clients will have access to view prior hunt applications and award records, bonus points for each species category, and eligibility by species. All drawings will be conducted using a random number generator as defined in NRS 501 through 505 https://www.leg.state.nv.us/nrs/. Every draw will include the following items that are listed under this section.

A. Testing Environment: The licensing Vendor must provide a test online application website that is used by Department and Vendor staff for quality assurance testing. The licensing Vendor and Department staff can access and test online application processes and business rules from the client perspective prior to being made available to the public to ensure that all requirements are in place.

A.1 Test Environment Not for Public Use: The Vendor will assist in monitoring and provide any updates necessary to keep the testing environment hidden from public use. This includes but is not limited to enhanced search criteria provided by Artificial Intelligence that would populate to a customer using a search engine to locate the production storefront online site. The Vendor will make the testing environment noticibly different than the production storefront so customers will be alerted to landing on the incorrect site. The testing site will have an administrator login access, allowing NDOW staff to access the site while blocking general customers from u

B. Internet Application: Clients will use an online website to purchase and submit applications for a draw. When a customer logs into their customer account, the system will provide fields detailing the client information which can be completed or updated by the customer. The licensing system will display the client’s bonus points for each species category, prior awarded tags, current submitted applications, hunter education certifications, and species eligibility information if they are in a waiting period for a species. The website application will be interactive and have Nevada regulatory requirements programmed into the functionality to prevent customers from making errors while submitting an application.

C. General Application Functionality: Most functionality requirements of an application period and draw will have standard functionality regardless of which application period and draw is active or initiated. These items will not change based on the type of application period and include but are not limited to:

1) Application Workflow

2) Draw Functionality and Reports

3) License Validity Prompts

4) Application Fees

5) Draw Execution Purchases

6) Purchase Receipts

7) Results Email Notifications

D. Application Fees: Hunt application fees are made up of several components that are deposited into different accounts to be used on items or projects that are directed by Nevada regulation. Application fees are not refundable, but the licensing system will allow NDOW staff to process a refund of each application fee component that was submitted in the transaction.

D.1 Application Fee: Unless otherwise specified, each application submitted will include a $10.00 charge to the customer as per Nevada regulation.

D.2 Game Tag Application Fee: During an application period for all wild turkey or big game applications, the customer will direct the department where they would like their $3.00 game tag application fee to be utilized. The customer may choose from one of two options. The fee will be associated with a fund dependent upon the choice of the customer. The customer may choose one of the following:

1) Lethal removal of predatory wildlife

2) Wildlife habitat and research or management of non-predatory wildlife

D.3 Tag Fee: Depending upon the awarded species and residency of the customer, tag fees will be charged at the conclusion of the draw to any successful applicant awarded a tag. Tag fees are defined in Nevada Revised Statute 502.250.

D.4 Elk Damage Fee: A $5.00 fee charged to the customer for processing all elk applications in addition to the other fees associated with the application for use in the prevention and mitigation of damage caused by elk.

D.5 Silver State Application Fee: Each application submitted for a Silver State hunting opportunity will include a $20.00 charge to the customer as per Nevada Regulation. Silver State hunting opportunities are offered during the main big game draw. See section 4.1.1.2 D for more details.

D.5 Partnership in Wildlife Application Fee: Each application submitted for a Partnership in Wildlife hunting opportunity will include a $10.00 charge to the customer as per Nevada Regulation. Partnership in Wildlife hunting opportunities are offered during the main big game draw. See section 4.1.1.2 D for more details.

D.6 Fee Flexibility: The proposed solution will allow flexibility to create new, edit or remove an existing fee if regulatory authority requires the adjustment.

E. License Validity: The licensing system application process will prompt the customer to purchase an annual hunting license option. The system will prompt the customer if the customer does not have an active hunting license or if the active hunting license will expire before the last hunt available for an application. One license is valid for one year’s worth of application periods and bonus point accruals. Customers will be allowed to select to purchase their hunting license option only if they are awarded a tag from the draw. An active hunting license option is required to accrue a bonus point from a draw.

F. Application Period Configuration: NDOW and licensing Vendor staff should have the ability to add, edit, or remove configuration items or business rules prior to opening the application period for each draw. There should be locations available to provide customers with text information, prompts, links, and acknowledgements for each application type and within specific hunts.

G. Application Workflow: When a customer enters an application period workflow, the customer should have the ability to view and interact with the following items through the completion of the application and submission of payment of the application.

G.1 Species Page: The customer will be shown all available hunt categories (species, subspecies, class/gender) within the application period. The hunt categories may be selected by the customer to continue with an application.

G.2 Available Application Options: The customer will be shown all available application options for the hunt class selected. Most species will offer a bonus point for the hunt class selected, a general hunt opportunity, and specialty tag opportunities if they are available. General hunt opportunities will allow for the selection to participate in the alternate program as detailed in section 4.1.1.8 B.

G.3 Group Application Selection: The customer will be allowed to select whether they are applying as an individual or as a group (for hunt categories that allow group applications). For group applications, the customer can select either a) create a group application (group leader), or b) join an existing group application. If the customer selects (a), they will be provided with a unique group code when the application is submitted. If the customer selects (b), they will be prompted to enter the unique group code provided by the party leader. Applications submitted by party members will automatically retrieve the hunter choices from the party leader and apply those to the group member.

G.4 Hunt Unit Map Page: The customer will be presented with a visual map of Nevada displaying the units or unit groups available for a given hunt category. The customer will be allowed to select a unit or unit group for that hunt category. The hunt unit page will be interactive and professional in appearance, meaning it will be in color, display major Nevada landmarks (Interstates, Highways, Cities) and allow the customer to pan and zoom in and out. When a customer hovers over the map, the unit or unit group boundary will change color. Additionally, the customer can select the unit or unit group from a text-based menu visible on the side of the map. The customer can select the unit or unit group from the map or the text-based menu, and will then be prompted with the Weapon and Season selection menu.

G.5 Weapon and Season Selection: The customer will be allowed to select the weapon type and season option associated with the unit or unit group selected for the hunt category. Customers may select more than one combination of weapon and season selections, and each will be added as a unique hunt choice to their application. Selected hunt choices will appear on the other side of the map interface, in order of customer selection.

G.6 Five Choices: A customer will be allowed to select up to five (5) different combinations of units, weapons, and seasons for each hunt species class. The customer may edit the order of these hunt choices by dragging the hunter choices in the menu into their preferred order. Once in the customer’s preferred order, the customer will submit these choices. The customer may access their application and edit their hunt choices at no charge, up until the close of the application period. Tags or permits will be awarded to the client beginning with their first choice. If their first choice cannot be awarded based off remaining quota for that choice, their second choice will be evaluated, followed by their third choice, and so forth until all hunt choices have been evaluated.

G.7 Review Page: A customer will be shown a review page of their application. The review page will detail the fees associated with the application along with the hunt species class, unit, weapon and season selections. The review page will show the amount of the tag fee that will be due if the customer is successfully awarded a tag for their application. At this time, the customer selects how the Department may use the funds from the $3.00 Big Game Application Fee (lethal removal of predators OR habitat, research, and management). The customer will have the option to continue shopping or complete the purchase of the items within their shopping cart.

G.8 Share Draw Results Prompt: The customer will be prompted with an option to opt-in to sharing their draw results publicly. NDOW shares the awarded tag information from the main draw with the public for transparency purposes. The selection will allow or not allow NDOW to include the customer’s name in the report provided to the public.

G.9 Checkout Page: The customer will be shown a checkout page that will allow the customer to select what version they would like to receive their hunting license. Currently hunting tags are only offered in a physical form; however, NDOW is interested in pursuing a digital version of licenses and tags via a smartphone app.

G.10 Up-sale Options: The application period will allow for products or donations to be upsold to the customer throughout the application period workflow. Up-sale items should be configurable and able to be turned on or off as needed.

G.11 Address and Credit Card Verification: The customer will be prompted to enter or verify their shipping address and credit card information before the completion of their application order.

G.12 Terms and Conditions: The customer must agree to the terms and conditions related to system use, notifications, attestations, privacy, disclaimers and conditions as provided by NDOW.

G.13 Order Confirmation: The customer will be shown confirmation of the completion of their order which summarizes the products purchased and the fees associated with each product. The customer will have the ability to print their receipt and any licenses that were purchased in the transaction.

H. Additional Purchases with an Application: The online tag application process will provide the opportunity to sell licenses as well as other products in a single transaction. To provide one stop shopping for NDOW clients, the online application site will also allow for additional products to be added to the cart along with an application. Mountain lion tags are used as an up-sale item in the big game application workflow.

I. Application Transaction Receipts: Following the completion of each application transaction, the client will be presented with a confirmation page detailing the items purchased by the customer. This confirmation summary will also be sent in an email to the customer. The customer should have the ability to review their completed transaction at a later time in the customer’s account.

J. Editing Applications: If a customer completes the payment and submission of their application and wishes to make changes to the application, the customer may do so through the licensing system up until the application period deadline. Customers will have the option to edit the application choices submitted under each species and have the ability to withdraw the application from submission. Customers may also choose to convert their application to a bonus point purchase. Editing hunt choices is completed at no charge. Switching from a hunt application to a bonus point purchase, or vice versa, requires a withdrawal, and re-submission of an application as well as applicable fees.

K. Tag Results Notifications: Following the execution of a draw, results emails will be sent out by the licensing Vendor summarizing the customer’s draw results and contributions. Draw results emails will be proofread and approved by NDOW staff prior to being sent to customers. Draw results are also posted to the customer’s account page.

L. Tag Payment and Reconciliation: Following the execution of a draw, credit cards provided by the customer will be charged for the awarded tag fee. A customer is given up to 7 days after the draw is finalized to pay for their awarded tag. If a customer’s credit card fails to complete the purchase of the awarded tag within the 7-day grace period, their tag is offered to another customer through the alternate program. The original customer is treated as if they received their tag in respect to applied waiting periods and bonus point removals. The licensing Vendor will work closely with NDOW staff to communicate to the customer the missing tag fee and deadline to pay.

M. Bonus Point Program: The bonus point program provides additional random draw numbers that enhance an applicant’s opportunity to draw a tag. To participate in the bonus point program a client must purchase an annual hunting or combination hunting fishing license prior to the execution of the draw or during the draw application process. The client must not get a refund on the hunting license to keep the bonus point. If they receive a refund on a hunting license, they will not earn any bonus points on unsuccessful applications that year.

M.1 Bonus Point Calculations: Bonus points are “squared” to arrive at the bonus number of draw numbers for the application. An application would receive one (1) draw number for the application in addition to the squared bonus points the client has for that species category. For example: if the client has 5 bonus points, these would be “squared” to equal 25, the application would receive 1 number, the client will receive a total of 26 draw numbers.

M.2 Lowest Draw Number Evaluation: The lowest random number for each customer’s application (of the assigned draw numbers) is used for the drawing. Using the example above, of the 26 random numbers issued, the lowest number of those becomes the customer’s draw number for that particular application.

M.3 Bonus Point Only Purchase: A client may apply for just a bonus point for a species category as an option if they know they would not want to obtain a tag that year. This would accrue the client a bonus point without having them evaluated to receive a hunting tag. A customer may not apply for a hunt and purchase a bonus point only application of the same category in the same year.

M.4 Bonus Point Transferability: Bonus points cannot be transferred to another person or species category.

M.5 Loss of Bonus Points: If a client does not apply for a tag or a bonus point for a species category for two consecutive years, when a season for that category is available for the customer’s residency, or if the client obtains a tag in a species category in any draw, as an alternate, or purchased through the First Come, First Served (FCFS) program, the bonus points for that category will revert to zero.

N. Assigned Draw Numbers: Random Number Generation should be used when creating assigned numbers from an application or a bonus point. Random Number Generation is the generation of a sequence of numbers that cannot be reasonably predicted. Regulation requires that the random draw numbers be generated by an algorithm using a number established by the hours, minutes, seconds, and hundredths of a second set forth by the computer clock at the start of the draw. These random draw numbers are assigned randomly across all applications in the draw.

O. Party Hunts: Applications can be associated with a “party” record to ensure that applications grouped under the party record will collectively be successful or unsuccessful.

O.1 Party Hunt Number Generation: Random numbers that are generated are assigned to the associated Party record for each application that was submitted. If four applicants apply together in a single party application, then their four applications are all linked to the “Party Leader” record for that group or party, and the random numbers are assigned to the common “Party Leader” record. In this way, everyone in the party has the same random numbers for their common application. To determine the number of random numbers assigned for party applications, the average number of bonus points is calculated and rounded to the nearest whole number, among all party members.

O.2 Party Hunt Options: Mule deer, antlerless elk, and pronghorn with horns shorter than ears hunts are the only current hunt where party applications are allowed.

O.3 Party Hunt Residency: Party hunts between resident and nonresident applicants are only allowed on mule deer or antlerless elk applications.

O.4 Party Hunt Juniors: Party hunts with junior and adult applicants are permitted but only if the junior applicant applies for the general hunt. Juniors may apply for a party with other junior hunters on a junior hunt application if the species allows.

O.5 Party Hunt Bonus Points: Bonus points for the party members are the quotient of the total number of bonus points held by the party members, divided by the number of members in the party, rounded to the nearest whole number. For example, three (3) members are in a party. One member has three (3) bonus points, one member has seven (7) bonus points, and one member has four (4) bonus points. Those bonus points are added together and divided by the three (3) members of the party and rounded to the closest whole number, equaling five (5) assigned numbers. The application submitted will assign an additional draw number equaling six (6) draw numbers assigned to the party. If the party is unsuccessful in a draw, each member accrues a bonus point on their individual record for their original bonus point balance for that species category.

O.6 Party Hunt Alternates: If a party hunt selects to participate in the alternate program, the system will assign an additional draw number to the party members to be used to determine the order in which party members will receive available alternate tags.

P. Hunter Eligibility: There are several types of eligibility for an application that prevent an applicant from applying or obtaining a hunting tag.

P.1 Waiting Periods: Waiting periods are the number of years a client is ineligible to apply for a certain hunt category after a tag is awarded. Waiting periods are defined in Nevada NAC and are applied to a client when they are successful in drawing a tag for the species category. Bonus points for that hunt category may not be purchased by a customer in a waiting period.

P.2 Waiting Period Details: Some waiting periods are dependent upon the harvest of an animal. For example, antlered elk has a waiting period of seven (7) years. The client is ineligible to apply for the species category of antlered elk for seven (7) years after they are awarded the antlered elk tag. They may begin applying for antlered elk in their eighth year. Subspecies will have a separate waiting period. For example, bighorn sheep ram has three different subspecies hunt categories: Nelson, California and Rocky Mountain. Each subspecies will have a separate waiting period that will not affect the other subspecies categories. Lifetime waiting periods will not allow the successfully awarded customer the opportunity to apply again within their lifetime.

P.3 Waiting Periods Listed: The list of species that have waiting periods are as follows:

1) Bighorn Sheep Ram – 10 years

2) Bighorn Sheep Ewe – 2 years

3) Black Bear – 5 years, dependent upon successful harvest

4) Antlered Elk – 7 years

5) Mountain Goat – 10 years

6) Pronghorn Antelope Horns Longer than Ears – 3 years

7) Management Bighorn Sheep Ram – Lifetime

8) Moose – Lifetime

P.4 Nonresident Guided Mule Deer Applicants: An applicant who applies for Nonresident Guided Mule Deer may not apply in the main big game draw for mule deer.

P.5 One Tag Awarded Per Species: Annual regulation currently provides that an applicant may only obtain one (1) tag per species in a single hunting season. Many species offer multiple different hunt categories for a single species. A customer may apply for all hunt categories but may only receive a single tag for that particular species. A client may apply for all the species hunt category options, but regulation stipulates that the client may only obtain one (1) elk tag, regardless of the hunt category, in a year. See section 4.1.1.2 H for information on how the draw order affects which hunt category of a given species is awarded and in which order.

Q. System and Draw Files: Immediately following the conclusion of a draw, an electronic copy will be captured on a portable hard drive, sealed in an envelope and placed in a bank vault for future audits. Additional electronic copies of the draw files are placed on portable hard drives and delivered to the Department and the Department’s Deputy Attorney General (DAG) for archiving in case of audit. A series of reports must be run after the draw processing is complete. At minimum, the following reports will be generated.

Q.1 Configuration File: Applications are assigned a key that is made up of several fields. They key include the configuration of items that represent each individual hunt. The key will include the draw year, hunt name, season dates, residency designator, species, class, weapon, unit group, and quota for every hunt approved in annual Commission regulation. Each individual hunt will be assigned a hunter choice number that represents the collective information for each hunt. The configuration file will be the key used to validate the files produced by the system’s draw.

1) Hunter Choice Numbers: Hunter choice numbers are set up for each hunt to define the individual geographic hunt unit(s), seasons, weapon, species and class for which the hunter may apply. For a hunt, a unit group, season, and quota are all associated at the hunter choice level.

2) Configuration File Review: The configuration file will be used to validate that the quotas, seasons, weapons, units for each species class appear in the application period and are executed correctly by the system when conducting the draw. This file will be reviewed and approved by both the licensing Vendor and NDOW staff.

Q.2 Clients File: The clients file will include the customer and application information for every application in the draw, including withdrawn and reversed applications. This file will include the following customer information: name, date of birth, licensing account’s client ID, phone number, email address, residency declaration, residency date provided with the application, sharing of draw results selection. Also included will be the application year, application name, hunter choice number, weapon, season, and unit choices of all options submitted by the customer. The status of the application and hunter choice number awarded (if applicable) are also included.

Q.3 Assigned Number File: A report showing every random number assigned to the customer based on their application and bonus points. Also included are the number of bonus points used to determine the quantity of random numbers assigned.

Q.4 Results File: A report showing every application evaluated in the draw and the status of the application.

Q.5 Withdrawn File: A report showing every client who withdrew their application before the close of the application period. This report will detail the application’s species, class, weapon, season and unit choices of all options submitted by the customer for the withdrawn application. This also includes the timestamp of when the application was withdrawn.

Q.6 Bonus Point Summary File: A report showing the number of bonus points a customer used in the draw and the number of bonus points held after the draw was conducted. This will include points reverting to zero (0) for successful applicants and additional points earned for unsuccessful applications.

Q.7 Remaining Tag File: A list of hunts and remaining tag quota that are remaining after the conclusion of the draw. These will be every species, class, weapon, season and unit choice option that was not allocated through the draw and the number of each that are remaining. This list will be used to show available tags for the second draw.

R. Validation Review: Every draw must be run in a pending, unfinalized state by the licensing Vendor. NDOW staff will have a period of time to review the draw results files as listed in section 4.1.1.1 Q to ensure no outstanding issues are present within the results before approving the draw for public release. Any issues found will be reported to the licensing Vendor staff. The issues will be addressed, fixed and another draw will be executed as needed. Validation processes include running multiple test draws in advance of the final draw to determine any issues prior to executing the official draw.

R.1 System Included Business Rule Checks: The licensing Vendor will work to include draw validation business rule checks within the system where applicable. These checks will be built into the application process as well as the draw process.

R.2 Validation Interface: NDOW is interested in a draw validation business rule interface that will run specific draw business rules and provide a report of the validated business rule, which items passed or failed, and a list of records that were checked in the system validation process.

R.3 Bonus Point Checks: Random checks of the bonus points are made to be sure that points have been updated with the results of the latest draw, alternate tags awarded, and tags purchased from the First Come, First Serve (FCFS) program. Bonus points can be adjusted at any time if an error is found and confirmed. Bonus point adjustments will be completed by licensing Vendor staff by direction from NDOW staff.

S. Draw Completion: After the validation of the draw is complete and the draw is approved for finalization, the licensing Vendor will complete the finalization of the draw. The completion of the draw will execute a number of updates to customer profiles and within the licensing system.

S.1 Results Emails: Customers will be sent a system generated email detailing their application results and the successful or unsuccessful status of the applications. The email notice shall be easy for the customer to understand their draw results without the need to access the customer account to verify.

S.2 Tag Payments: Payments for the tag fees will be collected by the customer from the credit card provided in the customer’s account. Customers will have seven (7) days to complete the payment of their tag fee should the credit card be unsuccessful in collecting payment. In the event of an unsuccessful payment of the tag fee, the customer will be generated another email detailing the failed payment and deadline for which payment will need to be collected. Text messages will also be sent to customers with failed payments.

S.3 Customer Account Updates: Customer accounts will update to show the newly acquired licenses, tags and/or permits that were awarded from the draw. These should be viewable by the customer when logged into their online account.

S.4 Fulfillment List Generation: The licensing Vendor should have access to a list of licenses, tags and/or permits that will be fulfilled based on the results of the draw. This list should show all physical items that will be printed and shipped to the customer as well as a downloadable export of all digital licenses that were awarded from the draw.

S.5 Bonus Point Updates: Applications are evaluated based upon successful or unsuccessful status. Points are awarded only to unsuccessful applicants. For successful applicants, the bonus points are set back to zero (0) for the hunt(s) for which they were successful. Customers who selected to purchase a license only if they were successful in the draw will not earn a bonus point if they are unsuccessful in the draw.

S.6 Waiting Periods Applied: Any tag product that has an attached waiting period based on the award of the tag will be applied to the customer account.

T. 48 Hour Draw Results: Within 48 hours of conducting the draw, the results must be made publicly available. The timing of the 48 hours will start at the close of business hours on the day the draw is conducted. The results will include a list of successfully and unsuccessfully awarded tags from the draw. The list will only include the customer information of those applicants who allowed their draw results to be shown to the public due to privacy concerns.

4.1.1.2 MAIN BIG GAME APPLICATION PERIOD AND DRAW REQUIREMENTS

A. Season Setting: In late January, the Nevada Board of Wildlife Commission approves the hunts, unit groups, and season dates for big game hunting in the upcoming hunting season. Once these determinations are made, NDOW staff and the licensing Vendor staff will work to update the configuration file to reflect the decisions made during the Commission’s public meeting. The information is reviewed and approved by both NDOW and the licensing Vendor staff to ensure accuracy before the application period is opened.

A.1 Application Regulations: Additionally, during the season setting process, the Commission approves application regulations. This includes the methods and rules for applying, the deadlines for accepting applications, and the dates that draw results will be available to the public. These dates are public information and established in regulation. Therefore, the application process and rules used by the system must meet all regulatory deadlines.

B. Quota Setting: For the main big game application period, the tag quotas are set during a Commission meeting held in early to mid-May and before the application deadline. The Commission determines quotas which are provided to the licensing Vendor staff for use in updating the configuration file. Since the quota number is critical to the draw process, the configuration file figures are reviewed and approved by both NDOW and the licensing Vendor staff to ensure accuracy.

C. Big Game Online Application: The big game application process will follow all application and draw related business rules as detailed in section 4.1.1.1. In the application process a client can apply for all species categories if they are eligible. The applicant may select and purchase multiple applications in different hunt categories in one online transaction.

D. Specialty Big Game Tag Opportunities: The main big game online tag application and draw process include special big game tag opportunities that occur at the same time as the general big game application and draw. These specialty tag opportunities include the Silver State Tags and Partnership in Wildlife tag drawings which allow a tag holder additional perks compared to a general big game tag hunt.

D.1 Silver State Tags: A $20 fee to participate in the Silver State draw is collected when the application is submitted. Clients that are currently in waiting periods for certain species are eligible to apply for Silver State tag hunts. These applications are available online through the big game application period and can be submitted along with an application for the same hunt from the general category. The Silver State hunts, unit groups, seasons and quotas are set by the Commission in January of each year. If an applicant is successful in drawing a Silver State tag, no waiting period will be applied to the applicant.

D.2 Silver State Application Eligibility: If the client is eligible to participate in the general hunt category and the Silver State hunt category, they may apply for both. However, when the draw is initiated if the client draws the Silver State tag their remaining applications for that species automatically become ineligible, and the client will be awarded a bonus point for their remaining applications for that species.

D.3 Silver State Bonus Point Use and Cost: Bonus points are not used in the drawing of the Silver State tags, nor will bonus points revert to zero if a customer is awarded a Silver State tag.

D.4 Partnership in Wildlife (PIW): A $10 fee to participate in the PIW draw is collected when the PIW application is submitted. Clients that are in a waiting period for a certain species may not apply for the PIW hunt of the same species. These applications are available online through the big game application period and can be submitted along with an application for the same hunt from the general category. The PIW hunts, unit group, seasons and quotas are set by the Commission each January. If an applicant is successful in drawing a PIW tag, the applicable species waiting period will be assigned to the applicant.

D.5 PIW Application Eligibility: If the client is eligible to participate in the PIW hunt and a big game hunt, they may apply for both. However, when the draw is initiated if the client draws a PIW tag their remaining applications for that species automatically become ineligible and the client will be awarded a bonus point for their remaining applications for that species.

D.6 PIW Bonus Point Use and Cost: No bonus points are utilized in the drawing of the PIW tags, but points will revert to zero (0) in the general hunt category matching the awarded PIW tag if an applicant is successful in drawing a PIW tag.

E. Management Hunts: These hunts and tags are available during the main application process for big game. Management hunts were developed by NDOW to address population problems in specific unit groups for specific species. Where these hunts are approved, the client will have an opportunity to apply for a general hunt application and a management hunt for same species. Management hunts do not utilize or accrue bonus points. These are once-in-a-lifetime hunts based on successfully drawing a tag and therefore have a lifetime waiting period applied.

F. Junior Hunts: These hunts are for juniors, aged 12-17, and have tag quotas that are separate from the general quota. Junior tag quotas are set by the Commission each May when general hunt quotas are set. Under current regulations, a junior may apply for both junior antlered mule deer and junior antelope horns shorter than ears, but may only be awarded a single junior tag in the main big game draw. If a junior is awarded a junior antlered mule deer tag, they are ineligible to obtain a junior antelope horns shorter than ears tag during the main draw. The junior may obtain a second junior tag (not the same species) as an alternate, during the second draw, or in the First Come, First Serve (FCFS) program. Vendor should demonstrate ability to be flexible with eligibility criteria for junior tags as this may be adjusted on an annual basis by the Commission.

G. Big Game Main Draw Conduction: The main big game draw will be held in a manner accessible for view by the public for transparency purposes. The Department and license vendor coordinate on a livestream of the draw, but results are not revealed at this time. During the livestream, the license vendor will provide information on how the draw process runs and provides updates on the draw’s status. This process may update based on technology and need of the Department.

H. Big Game Draw Order: The big game draw order is approved by the Commission each January and determines which hunt category may be awarded to a customer first. The draw order can be amended annually, and the licensing Vendor must demonstrate the adaptability of changes to the draw order as they are made. The current draw order stands as follows:

1) Silver State

2) Partnership in Wildlife

3) Junior Mule Deer Antlered or Junior Mule Deer Antlered/Antlerless (if available)

4) Assigned simultaneously in no particular order: [Rocky Mountain Bighorn Sheep Ram, California Bighorn Sheep Ram, Nelson (Desert) Bighorn Sheep Ram, Elk Antlered, Antelope Horns Longer than Ears, Mule Deer Antlered, Mountain Goat, Bear, Moose Antlered]

5) Assigned simultaneously in no particular order: [Elk Depredation Antlered, Management Bighorn Sheep Ram]

6) Assigned simultaneously in no particular order: [California Bighorn Sheep Ewe, Nelson (Desert) Bighorn Sheep Ewe, Elk Antlerless, Antelope Horns Shorter than Ears, Junior Antelope Horns Shorter than Ears, Mule Deer Antlerless]

7) Spike Elk

8) Elk Depredation Antlerless

I. Big Game Tag Fulfillment Exceptions: NDOW has a few species that are excluded from general tag fulfillment as there are additional educational requirements needed to be completed by the tag holder before their tag can be fulfilled either in physical or electronic form. These tags include bear, bighorn sheep ewe, and mountain goat. Clients will receive their tags after completing an indoctrination class rather than receiving them through the mail after the conclusion of the draw. Tags for these species may be sent to NDOW to hold and issue to customers once verified that the education courses have been completed. Additionally, under current procedures, mule deer tags for units in the CWD monitoring zone must have a CWD letter included in the fulfillment.

J. Big Game Electronic Tag Return Period: During the 7-days following the big game main draw finalization, customers will have the ability to return their awarded tag electronically, before the commencement of tag printing and fulfillment. Customers who utilize the tag return program in this format will function the same as noted in section 4.1.1.8 A.

4.1.1.3 NONRESIDENT GUIDED MULE DEER (NRGH) APPLICATION PERIOD AND DRAW REQUIREMENTS

A. Season and Quota Setting: In late January, the Wildlife Commission approves the hunts, unit groups, seasons and quotas for the NRGH upcoming hunting season. Once these determinations are made, NDOW staff and the licensing Vendor staff will work to create the configuration file to reflect the decisions made during the Commission meeting. The information is reviewed and approved by both NDOW and the licensing Vendor staff to ensure accuracy.

B. Registered Master Guides: NDOW provides the licensing Vendor staff with a list of the licensed master guides. This information includes their master guide license information. Licensed master guides are assigned a PIN that is used by applicants of the NRGH to link their application to the master guide within the NRGH application workflow. The amount of time between the January Commission Meeting and the beginning of the application period for the NRGH draw is short and vendor must demonstrate an ability to meet short deadlines.

C. NRGH Online Application: The NRGH application process and draw processes will follow all application and draw related business rules as detailed in section 4.1.1.1, along with any details noted in section 4.1.1.3. The masterguide assigned a PIN may apply for their clients if their client wishes to share their login information with their masterguide. The applicant or masterguide on behalf of the applicant will notify NDOW within the application period of they are a client applying on behalf of themselves or a masterguide applying on behalf of their client.

D. Masterguide Business Account: A masterguide assigned a PIN will have the ability to view all applicants who applied using their masterguide PIN through their masterguide account and their hunter choice numbers. A report of the clients can be exported by the masterguide. The report will show who submitted the application as stated in section 4.1.1.3 C so attestations can be provided to NDOW by the masterguide.

E. Masterguide Awarded Client Limitation: Per Nevada regulation masterguides, can only be awarded thirty (30) successful clients out of the NRGH. Once that cap is reached, all other clients under that masterguide are unsuccessful. The NRGH also has a maximum of 400 tags that can be issued. If that cap is reached, any remaining applications will become unsuccessful.

4.1.1.4 SECOND DRAW APPLICATION PERIOD AND DRAW REQUIREMENTS

A. Second Draw Online Application: The second draw application process and draw processes will follow all application and draw related business rules as detailed in section 4.1.1.1, along with any details noted in section 4.1.1.4. The second draw is made up of hunts with remaining quota after the main draw and any tag that was returned to NDOW prior to the start of the second draw application period where there is no available alternate.

B. Residency Agnostic: Hunts available in the second draw will be made available to both resident and nonresident customers, regardless of the original residency designation of the hunt. The exception to this rule is for junior hunts. All junior hunts will only be available to resident applicants.

C. Bonus Point Purchases: During the second draw, a customer may purchase a bonus point for any hunt category in which a bonus point is offered, and the customer was not awarded a bonus point during the main draw. Bonus points will be offered for hunt categories even if there is not a leftover tag available to be issued from the second draw.

D. Same Draw Functionality: Applications are entered and edited in the same manner as for the main and second application period and draw. Once entered, all applications will receive a tag until the available quota for that hunter choice number is exhausted.

E. Leftover Tags: Following the second draw, any hunts with remaining quota will be available through the First Come First Served (FCFS) program as detailed in section 4.1.1.8 C.
