About this opportunity

Kenosha County is seeking sealed bids for the Kenosha County Bicycle Route Guide Project (WisDOT ID # 3830-02-70), which involves the comprehensive procurement, fabrication, and installation of bicycle route signage infrastructure throughout the county. The project requires contractors to supply bicycle route signs, posts, mounting hardware, and complete all associated incidental work as specified in the project plans and contract documents. Bids will be accepted until 10:00 a.m. on April 7, 2020, at the Kenosha County Highway Commissioner's Office located in the Kenosha County Center in Bristol, Wisconsin. All bidders must submit a "Bidders Proof of Responsibility Form" (PA-10) by March 31, 2020, at 3:00 p.m. for pre-qualification purposes. The contract documents, including detailed plans and specifications, are available for inspection at the Highway Commissioner's Office, and bids will be publicly opened and read aloud in the Public Works Conference Room on the specified date.

This federally-funded construction project includes a discretionary Disadvantaged Business Enterprise (DBE) goal and requires compliance with Equal Employment Opportunity guidelines per Executive Order #11246. The prime contractor must perform a minimum of 30% of the original contract amount using their own organization, as outlined in WisDOT Standard Specifications. Bidders are required to submit a sworn statement of noncollusion with their bid documents, in accordance with Section 66.29(7) of Wisconsin State Statutes. While specific budget ranges are not explicitly stated, the project involves county-wide bicycle route signage implementation, suggesting a moderate infrastructure investment. The procurement appears open to qualified contractors who can demonstrate responsibility, meet DBE guidelines, and have the capability to fabricate and install comprehensive bicycle route signage systems across Kenosha County.
