About this opportunity

The City of Tucson (COT) is conducting a competitive one-step Request for Qualifications (RFQ No. 230010) to award up to five Job Order Contracts (JOC) for roadway repair and maintenance services through the Water Department. The solicitation, published on October 24, 2022, seeks contractors to perform various roadway maintenance services including crack sealing, microsurfacing, slurry seal, fog coat, chip seal, asphalt pavement patching, traffic control, and pavement markings. Contractors will be evaluated based on four key criteria: qualifications and experience of the firm/team (40 points), quality of work/method of approach (30 points), firm resources and experience on similar projects (20 points), and subcontractor selection plan (10 points). The pre-submittal conference was held on November 8, 2022, with statements of qualifications due on November 21, 2022 at 2:00 PM local time. The contract term is one year with four one-year renewal options, and individual job orders will not exceed $800,000, with an estimated first-year budget of $2,000,000.

The procurement includes several set-aside and enterprise provisions, with requirements for Small Business Enterprise (SBE) participation on projects exceeding $100,000 and potential Disadvantaged Business Enterprise (DBE) involvement. Some projects may be funded by the Housing and Urban Development Department (HUD), which introduces additional compliance requirements including Section 3 provisions for directing employment and economic opportunities to low- and very low-income persons. Contractors must be prepared to comply with various federal regulations, including prevailing wage standards, equal employment opportunity requirements, and specific labor provisions outlined in documents like HUD-4010 and Davis-Bacon Act requirements. The City of Tucson has established an aspirational 12% DBE participation goal and will require extensive documentation of outreach efforts, subcontractor lists, and monthly payment reporting. Potential consequences for non-compliance include withholding payments, contract termination, and potential disqualification from future bidding opportunities.
