About this opportunity
The County of San Mateo Department of Public Works is seeking up to three contractors to perform Job Order Contracts (JOC) for asbestos abatement and hazardous materials management across county facilities. The solicitation (JOC 2619 and JOC 2621) requires California-licensed Class C-21 contractors with a minimum five-year continuous experience in comparable municipal projects valued between $100,000 and $1,000,000. Contractors must maintain a staffed office within San Mateo County or within 55 miles of the County Center. The procurement involves comprehensive hazardous materials remediation services across multiple facility types, including general facilities, detention facilities, and OSHPD facilities. A mandatory pre-proposal meeting is scheduled for November 5, 2025, at 10:00 am, with proposal questions due by November 12, 2025, at 2:00 pm. The final proposals are due December 10, 2025, at 2:00 pm via the eProcurement system, with bid opening at 2:15 pm via Microsoft Teams. Award determination will be based on an Award Criteria Figure using six Adjustment Factors for different facility types and working hours, with the lowest, responsive, and responsible bidder selected for each contract.
The procurement includes several set-aside and compliance requirements targeting equal employment opportunity and local economic participation. Contractors must comply with the County's Equal Benefits Compliance Ordinance, Employee Jury Service Ordinance, and submit detailed Equal Employment Opportunity Program documentation. Prevailing wage rates determined by the Department of Industrial Relations are mandatory, and contractors must register with the Department of Industrial Relations. Each contract has a maximum fiscal obligation of $3,000,000 with a one-year term, and contractors will be required to execute Gordian's General Terms of Use and pay a 1% JOC System License Fee on all Job Orders. Contractors must provide a $25,000 bid bond per bid and, if awarded, a $250,000 Performance Bond and $250,000 Payment Bond, with bond amounts increasing to $3,000,000 if aggregate Job Orders exceed $1,000,000. Additional requirements include maintaining comprehensive insurance, including workers' compensation, general liability, motor vehicle liability, and all-risk property insurance. The lowest bidder for each JOC will be excluded from consideration for successive contracts to ensure competitive rotation.
Opportunity text
The Department of Public Works ("Department", "Owner", "DPW") is seeking Asbestos Abatement with Hazards Materials Contractors for Job Order Contracts (JOC). The anticipated services are to be performed within a designated area of the County. However, if the need arises, the Owner reserves the right to require the Contractor to work at any location or facility under the jurisdiction of the Owner. The work to be done consists, in general, of providing all labor, materials, tools, appurtenances, and equipment required as well as any other items and details not mentioned but required by the Contract Documents and as directed by the Director of Public Works or the Director's designee.
The target start date and term for the proposed services are subject to negotiation of a final agreement, through the completion of the projects. The Department intends to bring under contract up to three (3) contractors to provide services with an aggregate fiscal obligation not to exceed $3,000,000 for each agreement during a maximum individual term of one (1) year. Separate Job Orders-Notice to Proceed will be issued under each agreement, as warranted. The apparent lowest, responsive, and responsible bidder shall be selected for consideration for award of each JOC but will be excluded from consideration for each successive contract.
