About this file
The document is a comprehensive technical specification for a Job Order Contract for Hazardous Materials Management issued by the County of San Mateo, California, specifically the Department of Public Works. The specification provides detailed technical requirements for asbestos abatement and hazardous materials handling across multiple construction and renovation scenarios. The County intends to contract up to three contractors with an aggregate fiscal obligation not exceeding $3,000,000 per agreement, with a maximum individual contract term of one year. The technical specification covers an extensive range of construction and environmental remediation processes, including detailed instructions for handling hazardous materials like asbestos, lead, PCBs, mold, and other contaminants across various structural and environmental settings.
The contract opportunity is structured to allow flexible deployment of hazardous materials remediation services across County facilities, with the potential for work at multiple locations under the County's jurisdiction. The apparent lowest, responsive, and responsible bidder will be selected for each Job Order Contract, with contractors being excluded from successive contract considerations. The specification includes extremely granular technical requirements spanning CSI Divisions 01-33, covering everything from general requirements and demolition to concrete work, masonry, metals, thermal and moisture protection, and utility systems. The technical depth suggests a comprehensive approach to managing hazardous materials removal and environmental remediation, with precise standards for material handling, safety protocols, and technical execution across diverse potential project scenarios.
