About this file
Bid Schedule Summary: Job Order Contract for Hazardous Materials
This Bid Schedule document outlines the pricing structure for Job Order Contracts (JOC) 2619, 2620, and 2621 for hazardous materials work. The contract encompasses work performed across multiple facility types: General Facilities, Detention Facilities, OSHPD Facilities (hospitals and in-patient medical facilities), and other locations. Bidders must submit Adjustment Factors that will be applied to unit prices from the Construction Task Catalog® to determine the cost of individual job orders. The contract differentiates between work performed during Normal Working Hours and Other Than Normal Working Hours across each facility category, requiring bidders to provide six separate Adjustment Factors corresponding to these conditions.
The Adjustment Factor shall include all labor, materials, equipment, supervision, overhead, profit, and incidentals necessary to complete work in accordance with contract documents. Award determination will be based on the Award Criteria Figure carried to four decimal places using conventional rounding methodology. Bids will be rejected as non-responsive if Other Than Normal Working Hours Adjustment Factors are not equal to or greater than Normal Working Hours Adjustment Factors, and if Detention Facilities and OSHPD Facilities Adjustment Factors are not equal to or greater than General Facilities Adjustment Factors. These escalation requirements ensure appropriate compensation for higher-risk and extended-hour work environments.
