Award Criteria Figure Formula
This document is an award criteria formula used by the County of San Mateo Department of Public Works for evaluating bids on Job Order Contracts for asbestos abatement and hazardous materials management services. The formula establishes a structured methodology for calculating an Award Criteria Figure (ACF) that will determine contract awards across three facility types: general facilities, detention facilities, and OSHPD facilities. Bidders must submit adjustment factors for both normal working hours and other than normal working hours for each facility type. The award calculation requires multiplying the general facilities normal working hours adjustment factor by 40 percent, the general facilities other than normal working hours adjustment factor by 10 percent, the detention facilities normal working hours adjustment factor by 15 percent, the detention facilities other than normal working hours adjustment factor by 10 percent, the OSHPD facilities normal working hours adjustment factor by 15 percent, and the OSHPD facilities other than normal working hours adjustment factor by 10 percent. The county will sum these six weighted calculations to derive the final Award Criteria Figure, which represents the basis for selecting the lowest, responsive, and responsible bidder for each contract. All calculations must be carried to four decimal places to ensure precision in bid evaluation.
The award criteria weighting structure allocates 40 percent of the evaluation to general facilities during normal working hours, 10 percent to general facilities outside normal working hours, 15 percent each to detention and OSHPD facilities during normal working hours, and 10 percent each to detention and OSHPD facilities outside normal working hours. This distribution reflects the county's anticipated distribution of job orders across facility types and operational conditions. The formula ensures that bidders' pricing proposals are evaluated proportionally to the expected allocation of work rather than a simple low-bid approach, allowing the county flexibility to adjust actual job order issuance percentages without obligation to match the stated percentages used for bidding purposes.
