About this file
This document comprises the Technical Specifications for a Job Order Contract (JOC) issued by the County of San Mateo Department of Public Works for asbestos abatement and hazardous materials management services across county facilities. The technical specifications encompass 33 CSI divisions covering general requirements, existing conditions management, concrete maintenance, masonry work, metals, wood and composite materials, thermal and moisture protection, openings, finishes, specialties, equipment, fire suppression, plumbing, HVAC, electrical systems, communications, electronic safety and security, earthwork, exterior improvements, and utilities. The contract solicitation (JOC 2619 and JOC 2621) seeks up to three contractors to provide comprehensive hazardous materials remediation services, including asbestos abatement, lead remediation, mold remediation, and handling of materials containing PCBs and mercury. A mandatory pre-proposal meeting is scheduled for November 5, 2025, at 10:00 am, with proposal questions due by November 12, 2025, at 2:00 pm. Final proposals are due December 10, 2025, at 2:00 pm via the eProcurement system, with bid opening at 2:15 pm via Microsoft Teams. The contract term is one year with a maximum aggregate fiscal obligation of $3,000,000 per contractor.
Bidders must be California-licensed Class C-21 contractors with a minimum five-year continuous experience in comparable municipal projects valued between $100,000 and $1,000,000, and must maintain a staffed office within San Mateo County or within 55 miles of the County Center. Award determination will be based on an Award Criteria Figure using six Adjustment Factors for different facility types and working hours, with the lowest responsive and responsible bidder selected for each contract; however, the lowest bidder for each JOC will be excluded from consideration for successive contracts to ensure competitive rotation. Contractors must comply with prevailing wage rates determined by the Department of Industrial Relations, provide a $25,000 bid bond per bid, and if awarded, furnish a $250,000 Performance Bond and $250,000 Payment Bond (increasing to $3,000,000 if aggregate Job Orders exceed $1,000,000). Additional requirements include compliance with the County's Equal Benefits Compliance Ordinance and Employee Jury Service Ordinance, submission of Equal Employment Opportunity Program documentation, registration with the Department of Industrial Relations, payment of a 1% JOC System License Fee on all Job Orders, and maintenance of comprehensive insurance coverage including workers' compensation, general liability, motor vehicle liability, and all-risk property insurance.
