About this file

This is a Bid Schedule document for Job Order Contracts (JOC 2619, 2620, and 2621) for Hazardous Materials services issued by the County of San Mateo Department of Public Works. The County seeks to contract with up to three asbestos abatement and hazardous materials contractors to provide services across multiple facility types, including general facilities, detention facilities, and OSHPD facilities (hospitals and in-patient medical facilities). Bidders must submit adjustment factors for six distinct work categories: general facilities during normal working hours, general facilities during other than normal working hours, detention facilities during normal working hours, detention facilities during other than normal working hours, OSHPD facilities during normal working hours, and OSHPD facilities during other than normal working hours. The mandatory pre-proposal meeting is scheduled for November 5, 2025, at 10:00 a.m., with proposal questions due by November 12, 2025, at 2:00 p.m. Final proposals are due December 10, 2025, at 2:00 p.m. via the eProcurement system, with bid opening at 2:15 p.m. via Microsoft Teams. Each contract has a maximum term of one year with a fiscal obligation not to exceed $3,000,000.

Bidders shall submit adjustment factors that, when multiplied by unit prices from the Construction Task Catalog, establish the final pricing for individual job orders. The Award Criteria Figure will be calculated to four decimal places using conventional rounding methodology to determine the lowest responsive bidder. Bids will be rejected as non-responsive if the adjustment factors for other than normal working hours are less than those for normal working hours, or if detention facilities and OSHPD facilities adjustment factors are less than general facilities factors. Contractors must be California-licensed Class C-21 contractors with a minimum five-year continuous experience in comparable municipal projects valued between $100,000 and $1,000,000, and must maintain a staffed office within San Mateo County or within 55 miles of the County Center. Each bidder must provide a $25,000 bid bond, and successful bidders must obtain a $250,000 Performance Bond and $250,000 Payment Bond (increasing to $3,000,000 if aggregate job orders exceed $1,000,000). Contractors must pay a 1% JOC System License Fee on all job orders and comply with prevailing wage requirements determined by the Department of Industrial Relations. The lowest bidder for each JOC will be excluded from consideration for successive contracts to ensure competitive rotation.
