About this opportunity
Volusia County is soliciting bids for a Hurricane Nicole Seawall Extensions and Repairs project covering three locations in New Smyrna Beach: 14th, 15th, and 29th Avenues. The procurement seeks a comprehensive coastal infrastructure restoration effort to address storm surge damage from Hurricane Nicole, which eroded dunes and compromised existing seawalls. Specific deliverables include removing temporary trap bags, demolishing damaged seawall sections, installing UC-75 sheet pile bulkhead systems with helical anchors, constructing reinforced concrete plugs, backfilling and compacting eroded areas, and installing guardrails and Bahia grass sod. The project requires contractors to have a Florida General Contractors License, provide comprehensive insurance coverage, and demonstrate experience with at least three similar completed projects. A non-mandatory pre-bid meeting is scheduled for March 20, 2025, at 2:30 p.m., with questions due by March 27, 2025, at 11:59 p.m. Bid submissions are due electronically on April 10, 2025, at 3:01 p.m., with a total contract time of 150 days and an estimated construction cost of $459,180.00.
The procurement includes local bid preference provisions for businesses with a permanent location in Lake, Orange, Osceola, Seminole, Brevard, or Volusia County, offering up to a 5% preference for local businesses. While no specific set-aside designations for disadvantaged enterprises are explicitly outlined, the bid documents require contractors to complete a Prime/Subcontractor Form that tracks subcontractor disciplines and potential minority status. The project will be funded through FEMA disaster relief, with federal grant compliance requirements including E-Verify participation and registration with SAM.gov. Contractors must provide a 5% bid bond and will be required to furnish a Payment and Performance Bond equal to 100% of the contract price. Insurance requirements are comprehensive, mandating policies including Workers' Compensation, Commercial General Liability, Auto Liability, Excess Liability, and Contractors Pollution Liability, with specific coverage limits and additional insured status for Volusia County. The evaluation will consider price, bidder experience, subcontractor qualifications, financial capability, and past performance on similar projects.
Opportunity text
Storm surge from Hurricane Nicole eroded the dune along New Smyrna Beach rendering many seawalls ineffective as wave action circumnavigated around seawall returns. This project would extend the seawall returns further west stabilizing the public beach access points, backfill any erosion damage and reestablish public access to the dune walkovers and the beach. This single project encompasses 3 work sites. Seawalls at 14th Avenue, 15th Avenue and 29th Avenue in New Smyrna are all included in this singular bid.
