About this file
This is an Installation Floater Affidavit for ITB 25-B-70IF, a procurement for Hurricane Nicole Seawall Extensions and Repairs for the City of New Smyrna Beach, Florida. The project encompasses seawall extensions and repairs at three locations: 14th Avenue, 15th Avenue, and 29th Avenue in New Smyrna Beach. The scope of work includes extending seawall returns westward to stabilize public beach access points, backfilling erosion damage caused by Hurricane Nicole, and reestablishing public access to dune walkovers and the beach. The seawall extensions are necessary because storm surge from Hurricane Nicole eroded the dune along New Smyrna Beach, rendering existing seawalls ineffective as wave action circumnavigated around seawall returns.
The affidavit documents that contract bidders are required to obtain Installation Floater or Builder's Risk insurance policies with Flood coverage extensions, specifically including coverage for flood resulting from storm surge caused by named and unnamed storms for beach or intracoastal waterway construction projects, as specified in Exhibit X of the ITB. The affiant, serving as the insurance broker for the contract bidder, attests that they contacted three insurance companies to obtain the required coverage and that all three companies declined to provide Installation Floater and Builder's Risk insurance policies with the required Flood coverage extension, indicating potential availability challenges for the specified insurance requirements.
