About this opportunity
Santa Rosa County, Florida is soliciting sealed bids from properly licensed and insured contractors for the Gateway Logistics Center – County Earthwork Package (ITB 26-023), a significant site development and stormwater management infrastructure project located in Milton, Florida. The project encompasses two construction phases totaling approximately 25 acres of a planned 45-acre commercial/industrial logistics park designed for warehouse distribution center tenants. Phase 1, funded through Triumph Gulf Coast grants, includes construction of a wet stormwater detention pond, outfall control structures, clearing and grubbing of 10.5 acres, excavation of 32,960 cubic yards of unsuitable material, placement of 88,350 cubic yards of on-site embankment and 123,690 cubic yards of truck-hauled embankment from Milton Interchange Park (approximately 7 miles distant), erosion control, dewatering, and site preparation for two warehouse buildings. Phase 2 (available as a bid alternate and funded through Florida Department of Environmental Protection grants and other sources) includes similar improvements for Buildings 3 and 4, with 9 acres of clearing and grubbing, 28,650 cubic yards of excavation, and associated drainage infrastructure including FDOT-compliant pipes ranging from 18 to 54 inches in diameter, manholes, inlets, riprap installation, sodding, seeding, mulch application, and chain-link fencing with gates. The project engineer is North Moffatt & Nichol, serving as the County's representative and responsible for quantity verification and work approval. Contractors must achieve substantial completion within 120 calendar days from the Notice to Proceed, with final completion within 150 calendar days, with liquidated damages assessed at $2,667 per calendar day for delays. A mandatory pre-bid meeting is scheduled for March 6, 2026, at 10:00 a.m. at the Santa Rosa County Economic Development Office, 6491 Caroline Street, Suite 4, Milton, Florida 32570; written questions must be submitted through the Santa Rosa County Procurement Portal by 12:00 p.m. on Friday, March 13, 2026; and sealed bids must be submitted electronically through the portal by 10:00 a.m. on Monday, March 30, 2026, with public opening via Microsoft Teams.
Santa Rosa County actively encourages participation from all business segments, including small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises, with no identified incumbent contractor or set-aside restrictions limiting competition. Contractors must maintain comprehensive insurance coverage, including Workers' Compensation with employer's liability limits of $100,000 per accident and $500,000 per policy, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, and Business Auto Liability of $500,000 combined single limit, with Santa Rosa County named as an additional insured on all liability policies except Workers' Compensation and carrying A.M. Best ratings of B++V or better. Contractors must also comply with Florida Statutes Chapter 489 for proper licensing, provide performance and payment bonds equal to 100 percent of the contract amount (required for contracts exceeding $200,000), submit a 5 percent bid guarantee, and certify non-participation in Israel boycotts and non-involvement in debarred business operations. The project is funded through multiple grant sources: Triumph Grant Funds supporting Phase 1 earthwork, a Florida Department of Environmental Protection grant of $591,000 for drainage-related construction, and additional grant funding being pursued for Phase 2, with the total project budget and individual phase costs not explicitly stated in the procurement documents but managed through segregated funding by grant source and bid items. Progress payments are made monthly at 95 percent of completed work with 5 percent retainage, with payment processed on or about the 15th of each month based on Engineer approval.
