About this file
This is a grant award document issued by the State of California for the SR Bagdad project, involving the City of Hayward and Santa Rosa County, Florida. The document pertains to a Proposition 47 Evaluation Services procurement for the City of Hayward Navigation Center project, which seeks a qualified evaluator to provide comprehensive data evaluation services for a diversion and reentry program targeting homeless, justice-impacted individuals with mental illness and/or substance use disorders. The evaluator will be responsible for developing a Local Evaluation Plan, preparing Quarterly Progress Reports, and producing a Final Local Evaluation Report meeting Board of State and Community Corrections (BSCC) requirements. The 44-bed Navigation Center, located within the Regis Village campus, will serve a minimum of 48 justice-involved individuals with non-congregate housing and wraparound services including behavioral health treatment, case management, and housing navigation. The RFP (#26-023) requires proposals submitted electronically through the OpenGov Procurement portal by 4:00 pm on December 1, 2025, with a pre-bid meeting scheduled for March 6, 2026. Additionally, Santa Rosa County is soliciting sealed bids for the Gateway Logistics Center County Earthwork Package with a bid deadline of 10:00 am on March 30, 2026. The contract will run from December 2025 to June 30, 2029.
The total contract budget for the evaluation services is $95,500, representing a portion of the larger $9,349,806 project budget. Funding sources include $1,908,067 in requested grant funds and $7,441,739 in leveraged funds from the City's General Fund, Opioid Settlement funding, Permanent Local Housing Allocation, and Homeless Housing, Assistance and Prevention funds. The procurement is open to all qualified vendors with preference given to local San Francisco Bay Area vendors experienced in program evaluation, criminal justice evaluation, data systems, and metrics. Bay Area Community Services (BACS) is identified as the primary service provider, working collaboratively with the Hayward Police Department and local community organizations. Contractors must comply with the city's nondiscriminatory employment practices, provide comprehensive insurance coverage, execute a Non-Collusion Affidavit, and certify non-involvement in nuclear weapons development. The project aims to reduce recidivism, increase housing stability, and improve behavioral health outcomes for participants.
