About this file
This is a grant award document and procurement notice involving the City of Hayward, California, and Santa Rosa County, Florida, for services related to homeless diversion and reentry programs. The City of Hayward is soliciting proposals for Proposition 47 Evaluation Services (RFP #26-023) to support its Navigation Center Prop 47 Project, which will serve a minimum of 48 justice-involved individuals experiencing homelessness with histories of mental illness and substance use disorders. The evaluator will be responsible for developing a Local Evaluation Plan, preparing Quarterly Progress Reports, and producing a Final Local Evaluation Report meeting Board of State and Community Corrections requirements, including mixed-methods process and outcome evaluations and facilitation of Local Advisory Committee meetings. Proposals are due by 4:00 pm on December 1, 2025, submitted through the City's OpenGov Procurement portal. The contract will operate from December 2025 to June 30, 2029. Concurrently, Santa Rosa County is accepting sealed bids for the Gateway Logistics Center - County Earthwork Package, with a pre-bid meeting scheduled for March 6, 2026, at 10:00 a.m., and proposals due by 10:00 am on March 30, 2026, through the Santa Rosa County Procurement Portal.
The Hayward evaluation services contract has a budget of $95,500, part of a larger $9,349,806 project budget funded through $1,908,067 in requested grant funds and $7,441,739 in leveraged funds from the City's General Fund, Opioid Settlement funding, Permanent Local Housing Allocation, and Homeless Housing, Assistance and Prevention funds. The project will be implemented at the Regis Village campus, featuring a 44-bed downtown facility providing non-congregate housing and wraparound services. The primary service provider is Bay Area Community Services (BACS), in collaboration with the Hayward Police Department and local community organizations. Contractors must comply with nondiscriminatory employment practices, provide comprehensive insurance coverage, and execute a Non-Collusion Affidavit and certification of non-involvement in nuclear weapons development. The City prefers local San Francisco Bay Area vendors with experience in program evaluation, criminal justice evaluation, data systems, and metrics. Santa Rosa County encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises and reserves the right to waive irregularities and reject any or all bids.
