About this file

This is a Project Manual and bid documents package for the Gateway Logistics Center County Earthwork Package (ITB-26-023), issued by Santa Rosa County, Florida for a commercial and industrial park development on Garcon Point Road in Milton. The project involves constructing 25 acres of earthwork, stormwater management infrastructure, and site preparation across two phases to ready the site for warehouse distribution center tenants near Interstate 10. Phase 1 includes construction of a wet stormwater detention pond, outfall control structures, and ground preparation for two warehouse buildings, while Phase 2 (offered as a bid alternate) includes a second detention pond and site preparation for buildings 3 and 4. A pre-bid meeting is scheduled for March 6, 2026, at 10:00 a.m. at the Santa Rosa County Economic Development Office in Milton, with questions due by 12:00 p.m. on March 13, 2026. Sealed proposals must be submitted through the Santa Rosa County Procurement Portal by 10:00 a.m. on March 30, 2026, at which time they will be publicly opened. The project manual includes technical specifications based on Florida Department of Transportation (FDOT) FY 2025-26 standards, special provisions covering maintenance of traffic, erosion and sediment control, contractor quality control, and detailed specifications for clearing, grubbing, earthwork, concrete structures, pipe culverts, inlets, and riprap.

The project is funded through multiple sources including a Triumph Gulf Coast grant for land purchase, design, and permitting, and a Florida Department of Environmental Protection grant for drainage-related construction, with additional funding being pursued for Phase 2. Contractors must obtain coverage under the NPDES Generic Permit for Stormwater Discharge and submit a Stormwater Pollution Prevention Plan (SWPPP) within ten days of the Notice to Proceed. Two geotechnical reports dated October 7, 2024, and April 15, 2025, are included, identifying predominantly silty and clayey sands with shallow groundwater (0.1 to 2.5 feet below surface), requiring dewatering during excavation and compaction operations. The reports recommend ground improvement methods such as rammed aggregate piers or rigid inclusions for building foundations, with alternative pile foundation options provided. An Individual Environmental Resource Permit (IND-113-327463-1) issued January 9, 2026, by the Northwest Florida Water Management District authorizes the stormwater management system, including two wet detention ponds, with 0.986 acres of direct wetland impacts and 0.27 acres of secondary impacts to be mitigated through purchases from the Pensacola Bay Mitigation Bank. The permit expires January 9, 2031, and includes conditions requiring construction commencement notice within 48 hours, as-built certification within 30 days of completion, and ongoing operation and maintenance inspections by a registered professional.

PROJECT NARRATIVE

Introduction

This project involves constructing 25 acres (Phase 1 & 2) of a planned 45 acre commercial/industrial park on

Garcon Point Road. This project is primed for Warehouse Distribution Center tenants due to the proximity to

Interstate 10.

Funding

There are a few funding sources for this project. Santa Rosa County applied for and received a grant from

Triumph Gulf Coast, Inc., a Florida not-for-profit corporation to purchase the land, assist with design and permitting, and construction of Phase 1. Santa Rosa County has also received a grant from the Florida

Department of Environmental Protection for portions of the construction related to drainage. A third grant is currently being pursued to fund the Phase 2 portion of the project.

Project Scope

This specific project will be split into two phases. The first phase will entail the construction of a new wet stormwater detention pond, outfall control structures, and ground preparation / earthwork to ready the site for future development of the site under a lease agreement with a private developer for two warehouse distribution buildings. A second phase of construction, which is a bid alternate addition, will entail the construction of a second wet stormwater detention pond, outfall control structures, and ground preparation / earthwork to ready the site for buildings 3 and 4.

NOTICING PUBLICATION INFORMATION

The District’s action regarding the issuance or denial of a permit, a petition or qualification for an exemption only becomes closed to future legal challenges from members of the public (“third parties”), if 1) “third parties” have been properly notified of the District’s action regarding the permit or exemption, and 2) no “third party” objects to the District’s action within a specific period of time following the notification.

Notification of “third parties” is provided through publication of certain information in a newspaper of general circulation in accordance with Chapter 50, F.S., in the county where the proposed activities are to occur. Publication of notice informs “third parties” of their right to have a 21-day time limit in which to file a petition opposing the District’s action. However, if no notice to “third parties” is published, there is no time limit to a party’s right to challenge the District’s action. The District has not published a notice to “third parties” that it has taken final action on your application.

If you want to ensure that the period of time in which a petition opposing the District’s action regarding your application is limited to the time frame state above, you may publish, at your own expense, a notice in a newspaper of general circulation. A copy of the Notice of Agency Action the District uses for publication is attached. You may use this format or create your own, as long as the essential information is included.

If you do decide to publish a Notice of Final Agency Action, please provide the District a copy of the Proof of Publication when you receive it. That will provide us notice that action on this permit application is closed after the 21 days following publication.
