About this file
This is a partially executed second amendment document related to a state and local contract opportunity involving the City of Hayward, California, and Santa Rosa County, Florida. The document addresses two distinct procurement initiatives: the City of Hayward's Proposition 47 Evaluation Services (RFP #26-023) and Santa Rosa County's Gateway Logistics Center - County Earthwork Package. The Hayward evaluation services project requires a qualified evaluator to develop a Local Evaluation Plan, prepare quarterly progress reports, and produce a final local evaluation report meeting Board of State and Community Corrections requirements for a diversion and reentry program serving a minimum of 48 justice-involved individuals. Proposals for the Hayward RFP were due by 4:00 pm on December 1, 2025, with the contract running from December 2025 through June 30, 2029. The Santa Rosa County earthwork package project will receive sealed bids from licensed and insured contractors, with a pre-bid meeting scheduled for March 6, 2026, at 10:00 a.m., questions due by 12:00 pm on March 13, 2026, and bid submissions due by 10:00 am on March 30, 2026, to be publicly opened via Teams.
The Hayward Proposition 47 Evaluation Services contract has a total budget of $95,500, part of a larger project budget of $9,349,806 funded through a combination of grant funds ($1,908,067) and leveraged funds from the City's General Fund, Opioid Settlement funding, Permanent Local Housing Allocation, and Homeless Housing, Assistance and Prevention funds. The project will be implemented within the Regis Village campus, which includes a 44-bed downtown facility providing non-congregate housing and wraparound services. Contractors must comply with the city's nondiscriminatory employment practices, provide comprehensive insurance coverage, and submit a Non-Collusion Affidavit and certification of non-involvement in nuclear weapons development. The procurement is open to all qualified vendors with a preference for local San Francisco Bay Area vendors experienced in program evaluation, criminal justice evaluation, data systems, and metrics. Bay Area Community Services (BACS) is identified as the primary service provider, working in collaboration with the Hayward Police Department and local community organizations. Santa Rosa County encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises and reserves the right to waive irregularities, reject any or all bids, and award the contract in the best interest of the county.
