The vendor must provide operational coverage during state business hours (8:00 AM–5:00 PM Central Time) and 24/7 system monitoring. Service Level Requirements mandate 99.99% production uptime with 5% monthly credit per 0.25% below target, average transaction response times not exceeding three seconds with 5% credit per second over target, 95% transaction completion within three seconds, recovery time objective of four hours maximum, and 95% of critical incidents resolved within eight hours and high-severity incidents within 24 hours. Disaster recovery infrastructure is in Microsoft Azure with secondary capabilities in Arizona; SuccessFactors is a fully SaaS solution on AWS.
Mandatory staffing includes a Service Delivery Director with ten years of SAP/SuccessFactors experience, Service Delivery Managers and Leads with ten years of relevant experience, and Process Area Leads, Architects, and Engineers with five to eight years of experience depending on role and workstream. Only the top three technical proposals advance to price evaluation. Written questions are due October 15, 2026; responses are provided by October 22, 2026.
