About this opportunity

The Teacher Retirement System of Texas is requesting proposals for an enterprise fraud detection and monitoring solution under RFP to be submitted by August 17, 2026 at 3:00 p.m. Central Time, with a pre-proposal conference on July 23 at 11:00 a.m. Central Time (virtual via Microsoft Teams). Respondents may submit a single comprehensive proposal addressing all three operational domains—pension fraud, procurement fraud, and paper fraud—or separate proposals for individual domains, each evaluated independently.

Four mandatory minimum qualifications filter eligibility: seven years of experience (two years for paper fraud) providing enterprise-level fraud detection solutions in financial services, insurance, government, or public pension environments; successful implementation of at least three enterprise fraud solutions within five years (two years for paper fraud) at organizations of comparable size and complexity; demonstrated experience delivering fraud solutions in highly regulated environments with knowledge of data privacy, security requirements, and compliance controls; and written attestation of compliance with industry-standard security practices such as SOC 2 or ISO 27001 certifications.

The scope encompasses four main service categories: enterprise fraud detection and monitoring platform, implementation services, training and support services, and ongoing maintenance services. The solution must integrate with existing TRS systems and support all three fraud domains.

The initial contract term is one year from the effective date, with four optional one-year renewal periods available. Respondents must propose fully loaded, firm, fixed prices or hourly rates inclusive of all costs, with annual pricing applied to renewals and no price escalation permitted. Travel expenses require prior written approval and are reimbursed as direct costs only.

Evaluation criteria weight business functions at 40 percent, technical solution at 25 percent, implementation and change management at 10 percent, pricing at 10 percent, single platform capability at 5 percent, past performance at 5 percent, and key personnel at 5 percent. Questions are due July 24 at 1:00 p.m. Central Time. Top-ranked respondents may be invited to presentations, demonstrations, interviews, and site visits the week of September 21, 2026. All proposals must be submitted through TRS' Procurement and Vendor E-System (PAVES).
