About this opportunity
The Orange County Transportation Authority (OCTA) is requesting proposals for electronic toll and traffic management system technical support and oversight services, with proposals due February 25, 2026 at 2:00 p.m. and interviews scheduled for March 23, 2026. Kapsch TrafficCom USA, Inc. and its subcontractors at any tier are prohibited from proposing due to their role as the current ETTM system integrator, creating a conflict-of-interest bar that eliminates the incumbent or primary system vendor from competing.
The scope encompasses technical support for two toll facilities: the 405 Express Lanes (live since December 2023, final acceptance completed January 2025) and the 91 Express Lanes (replacement work ongoing). The consultant will review and comment on Caltrans construction plans and Kapsch TrafficCom USA design and installation plans; oversee dynamic pricing implementation and Key Performance Indicator reporting validation; and coordinate project closeout, operational acceptance testing, and as-builts documentation among OCTA, system integrators, Caltrans, and other third parties. Consultant personnel are explicitly prohibited from authorizing or directing actions, obligating OCTA contractually, or providing recommendations affecting decisions without significant intervening substantive review by OCTA personnel, counsel, and management.
The contract is structured as time and expense with fully burdened hourly labor rates and other direct costs for a fifteen-month term through July 31, 2027. The budget is $480,000. Consultant must maintain Commercial General Liability ($1,000,000 per occurrence, $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, Employers' Liability ($1,000,000 limits), and Professional Liability ($1,000,000) insurance; OCTA and its officers must be named as additional insureds on general and automobile liability policies.
Evaluation is weighted across Qualifications of the Firm (25%), Staffing and Project Organization (30%), Work Plan (20%), and Cost (25%). Questions are due February 11, 2026. Proposals must not exceed fifty pages excluding appendices. The project is funded through Local Measure M. Proposals become public records under California Public Records Act. The Authority reserves the right to conduct Best and Final Offer requests and to award to one or multiple offerors.
