About this file

This file is an email chain containing procurement clarifications between Ellen Lee and Michael Cardozo regarding Request R000947 for the Orange County Transportation Authority (OCTA). The RFP concerns Electronic Toll and Traffic Management System Technical Support/Oversight Services. The contract term is fifteen (15) months with a desired effective date of March 1, 2026, and no option terms are included. The project budget is $480,000. The email chain does not reference specific response dates, due dates, site visits, or bidders' meetings, though it indicates that the initial request was submitted over five months prior to these clarification discussions.

The funding source for this project is toll revenue identified as local funds rather than federal funding. The evaluation committee will consist of a minimum of three evaluators, specifically identified as Ellen Lee, Anthony Rodriguez, and Sydney Collins, as CAMM requirements indicate that Michael Cardozo would not serve as an evaluator for non-Board items. The evaluation criteria and weights are as follows: Qualifications of the Firm at 25 percent, Staffing/Project Organization at 30 percent, Work Plan at 20 percent, and Cost at 25 percent. The cost weighting meets the CAMM minimum requirement of twenty-five percent.

Hello Ellen, Thank you for the below.

1. Toll revenue is local funds? I am trying to determine if it is federal funding, M2, or Local funding? Local funding

2. The three does not include me, CAMM is usually not an evaluator for non-Board items.

Please provide three additional people: Ellen Lee, Anthony Rodriguez, Sydney Collins

3. Usually we do not do 25% all the way down, what kind of experience is important for you to select the firm? Technical, experience, or the people working in the project? 25 qualification, 30 staffing, 20 work plan, 25 price

Thank you, Michael Cardozo
