About this file
This is a Scope of Work document prepared by the Orange County Transportation Authority (OCTA) for an Electronic Toll and Traffic Management (ETTM) System Technical Support and Oversight Services contract. OCTA seeks a qualified tolling consultant to provide technical support and oversight services for two toll facilities: the 405 Express Lanes (which went live in December 2023) and the 91 Express Lanes (currently undergoing replacement). The consultant will perform specific tasks at OCTA's direction, including reviewing and commenting on Caltrans construction plans, Kapsch TrafficCom USA's design and installation plans, Requests for Information, and Change Orders. Additional responsibilities include overseeing the implementation of shadow dynamic pricing on the 405 Express Lanes, validating Key Performance Indicator reporting, and facilitating project closeout and acceptance activities such as Operational Acceptance Testing and as-builts documentation review. The consultant will serve as the primary point of contact and coordinate between OCTA, system integrators, Caltrans, and other third parties as needed. The contract term is fifteen (15) months with a budget of $480,000.
Kapsch TrafficCom USA, Inc. is prohibited from proposing on this RFP due to conflict of interest, as it is the current ETTM system integrator. The scope explicitly limits the consultant's authority, stipulating that consultant personnel cannot authorize actions, obligate OCTA contractually, or provide recommendations affecting decisions without significant intervening substantive review by OCTA personnel, counsel, and management. No information regarding set-asides, incumbent contractors, funding sources, or renewal options is contained within this scope of work document.
